Falling windows from high-rise buildings a pane-ful problem in densely populated Singapore

SINGAPORE - Singapore will hold a "Window Safety Day," backed by threats of dire punishment, to highlight a growing problem of windows falling from high-rise apartment buildings in the densely populated city-state.
Last year, 71 window frames along with their glass panes fell off buildings compared to 44 in 2008, the government's Housing Development Board and the Building and Construction Authority said in a statement Friday.
It did not give statistics for this year, but said sliding windows accounted for 40 per cent of the fallen windows from January to May.
The wobbly windows apparently have not caused much damage on the ground. Since 2004, five known injuries have been recorded.
More than 80 per cent of Singapore's 5 million residents live in high-rise apartments, most of them built and sold by the Housing Development Board.
The statement said the government — known for strictly regulating virtually every aspect of public life — will hold "Window Safety Days" on June 6 and Dec. 12, when homeowners and tenants will be urged to ensure proper maintenance of their windows.
The safety day will also serve to remind homeowners that they face up to a year in jail and a fine of 10,000 Singapore dollars ($7,150) if they are responsible for falling windows because of poor maintenance.
They can also face a penalty of six months in jail and a SG$5,000 ($3,570) fine if any fallen casement windows are found to have aluminum rivets instead of stainless steel rivets required by law.
The statement said windows dislodge and fall mainly because aluminum rivets holding the window frames become corroded and give way.
Homeowners installing new sliding windows should ensure that safety features such as angle strips and safety stoppers are included, it said.
"With more than 80 per cent of the Singapore population residing in high-rise buildings, it is crucial that everyone does his/her part in ensuring that the built environment we live in is safe from falling objects," the statement said.

Singaporeans are paying hundreds of thousands dollars for a pigeon hole that did not have safety PIN? Is HDB trying to cut corner, to maximise profit,that they can't even provide a safe screw and nuts on windows when they build the flat for us. How can the flat dweller be responsible and paid for the mistakes made by HDB? The kangaroo should protect the people and not penalised them for every mistake PAP made. The risk is getting greater and greater with PAP being in the monopoly to manipulate and tweak systems in their favour. Where is the competition act to penalise PAP?

i have never heard of window fallin off in any developed country. the specification and design is critical. architects should use their brain and not accept any thing that supplier propose to them.
look at the apartments these days, many have full height glass panels from floor to ceiling..A residential building should have brickwalls more than glass walls..because brick wall absorb heat and also release heat..glass wall let sunlight pass through makes the house inside very hot. In case of fire, its very dangerous because these galss panel will crack and falling glass debris is dangerous..

Glass is cheaper than brick. Glass is also cheaper to install than brick.

Yes, these days, glass are imported from China, very cheap. But contractor can use pre-cast concrete wall panel.
Mind you, those glazing are only 6-8mm thick and fixed onto aluminium sections. Aluminium melts at 500degree C. In a fire the temperature surpassed 1000Degree and when the aluminiu melted, glass came fallig down!!

BCA talk about Going Green, when such poor design force owener to use more air-conditioning. Air conditioning means use of of electricity and emmission of carbon..so what is the ratinale of going green?

Not disagreeing with you about which material is better.

It's all about $$$ & the PAP is making it at the expense of the people. The use of inferior materials is common even among Condos. e.g. Far East projects

As for using more energy, it represents $$$ to the PAP for they have a monopoly in selling it to you. They of course give lip service about going green but if you'll notice that Spore is lite like a Xmas tree at night. The cost of energy is simply passed on to the citizens :rolleyes:

Yes, many of the newer projects come with a $million+ price tag. If you look at the new places these places are 30+ floors. If there's a fire I doubt they have ladders long enough to reach the upper floors.

Just imagine the number of tenants in each building & if some of them decide to do renovations that include tile hacking, it's going to be damn noisy.

Fire escape is very important..
I fear those high rise residential (20+ floors above) installed with full height glass panel are at highest risk..once glazing breaks fire will spread like a chimney effect..from low floors to high floors..TOWERING INFERNO.
