SINGAPORE : The Ministry of Home Affairs on Tuesday announced further changes to allow a child of mixed heritage to take on a double-barrelled race.

This means that the race of both parents may be recorded on the child's registration papers and identity card, instead of the current rule where the child can only choose from either parents' race.

Christian Yeo is 10 months old. His dad Leonard is Chinese, and his mom Cheryl is Eurasian.

Currently, Christian can be registered as belonging to either race. But a new policy means he can have both Chinese and Eurasian on his official papers. The race that his parents choose to place first will be considered the main one.

His mother, Cheryl Frois, said: "It would definitely be his father's race because his surname would be Yeo. He would study Mandarin in school, and I am a Eurasian, a second-generation Eurasian, so my roots are a bit more undefined."

In situations where mixed-marriage parents are undecided on the race to be reflected, but still prefer their child's race to be double-barrelled, the Immigration and Checkpoints Authority (ICA) will reflect the race of the father first. An example would be "Indian-Chinese" for a child with an Indian father and Chinese mother.

Parents can still go with the default option of following the father's race - Indian - if they are undecided on which race to choose, or follow the mother's race - Chinese - if they so decide, and need not go for the double-barrelled race option.

The latest announcement comes on top of changes that kicked in on January 2, allowing a child of mixed heritage to take on either parents' race. Previously, the child followed the father's race by default.

This means that a child born to Caucasian and Chinese parents can choose to be either Chinese, Caucasian or Eurasian.

Mixed race children like Christian are increasingly common in Singapore, and the latest changes are a reflection of that trend. If Christian marries and has children, he and his wife will also have to decide which two, out of the three or more races to register their kids under.

In Parliament on Tuesday, the announcement sparked off a lively debate.

Paulin Tay Straughan, Nominated MP, said: "I am trying to understand why you need to have a declaration of a dominant race. Perhaps Minister can help us appreciate the implications of registration in real terms."

Associate Professor Ho Peng Kee, Senior Minister of State for Home Affairs, said: "We have got ethnic-linked policies, for example HDB's ethnic integration policy, and these are key policies. So we do need to know which classification to put the child under."

Hri Kumar, MP, Bishan-Toa Payoh GRC, said: "In light of the many different permutations, and now the greater flexibility of choices given to parents, is the selection of race on the identity card going to become an artificial exercise - you pick a race of convenience?"

Associate Professor Ho said: "In multi-racial Singapore, we still need the race classification. We celebrate our diversity and this is our strength. So unlike other societies, for example in France, to be politically-correct, they do away with recording and reflecting race... But that does not mean that the problems will go away."

Christian's racial classification can be amended by either his parents or himself at a later time, if they so wish.

Anyway can explain to me, why some people, refer the Eurasians ( esp the older ones) as 'CHOW HAIR'? ( smelley prans in Hokkien)???
