In a phone conversation with Chinese President Xi Jinping, US President Donald Trump has vowed to honor Beijing’s “One China” policy, the White House said. The two leaders exchanged state visit invitations in a sign of improving ties.

“President Trump agreed, at the request of President Xi, to honor our ‘one China’ policy,” the White House statement said, following a lengthy conversation between Trump and Xi.

“They also extended invitations to meet in their respective countries. President Trump and President Xi look forward to further talks with very successful outcomes,” the White House said. Without providing further details, the statement spoke of “discussions and negotiations on various issues of mutual interest” that the two plan to undertake.

The call was preceded by a letter from Trump, who thanked Xi for his congratulations on Trump winning the presidency and spoke of developing “constructive relationship that benefits both the United States and China.”

US-China relations, already tense on the topic of the disputed South China Sea islands also claimed by US ally Japan, became further strained after Trump’s victory after his phone conversation with Taiwan’s President Tsai Ing-wen. The exchange infuriated Beijing, as it considered it running against the bilateral protocol of “One-China” policy, under which Washington views Taiwan as part of China.

Following Trump’s phone call with the Taiwanese leader, the White House downplayed speculation that the sensitive issue was in danger of being reviewed.

BEIJING/WASHINGTON: U.S. President Donald Trump changed tack and agreed to honour the "one China" policy during a phone call with China's leader Xi Jinping, a major diplomatic boost for Beijing which brooks no criticism of its claim to self-ruled Taiwan.

Trump angered Beijing in December by talking to the president of Taiwan and saying the United States did not have to stick to the policy, under which Washington acknowledges the Chinese position that there is only one China and Taiwan is part of it.

A White House statement said Trump and Chinese President Xi had a lengthy phone conversation on Thursday night, Washington time.

"President Trump agreed, at the request of President Xi, to honour our 'one China' policy," the statement said.

Reaction from Taiwan was muted. A spokesman for President Tsai Ing-wen said in a statement it was in Taiwan's interest to maintain good relations with the United States and China.

The U.S. and Chinese leaders had not spoken by telephone since Trump took office on Jan. 20. Diplomatic sources in Beijing say China had been nervous about Xi being left humiliated in the event a call with Trump went wrong and the details were leaked to the media.

Last week, U.S. ties with staunch ally Australia became strained after the Washington Post published details about an acrimonious phone call between Trump and Prime Minister Malcolm Turnbull.

No issue is more sensitive to Beijing than Taiwan. China and the United States also signalled that with the "one China" issue resolved, they could have more normal relations.

"Representatives of the United States and China will engage in discussions and negotiations on various issues of mutual interest," the statement said.

In a separate statement read out on Chinese state television, Xi said China appreciated Trump's upholding of the "one China" policy.

"I believe that the United States and China are cooperative partners, and through joint efforts we can push bilateral relations to a historic new high," the statement quoted Xi as saying.

"The development of China and the United States absolutely can complement each other and advance together. Both sides absolutely can become very good cooperative partners," Xi said.

Taiwan's presidential office spokesman Alex Huang said in a statement that the island's government and the United States "both maintain close contact and communication so as to keep a 'zero accident' approach" to their relationship.

"PAPER TIGER"

Lawyer James Zimmerman, the former head of the American Chamber of Commerce in China, said Trump should have never raised the "one China" policy in the first place.

"There is certainly a way of negotiating with the Chinese, but threats concerning fundamental, core interests are counterproductive from the get-go," he said in an email.

"The end result is that Trump just confirmed to the world that he is a paper tiger, a 'zhilaohu' – someone that seems threatening but is wholly ineffectual and unable to stomach a challenge."

Jia Qingguo, dean of the School of International Studies at Peking University and who has advised the government on foreign policy, said Trump had created a lot of uncertainty but was now back on track.

"Trump has reassured people that he will be a responsible president," he told Reuters. "...This is good news for China, because stable U.S.-China relations are good for China. Now we can do business."

The United States switched diplomatic recognition from Taiwan to China in 1979, but is also Taiwan's biggest ally and arms supplier and is bound by legislation to provide the means to help the island defend itself.

Defeated Nationalist forces fled from China to Taiwan in 1949 after losing a civil war with the Communists. Beijing has never renounced the use of force to bring Taiwan under its control.

"EXTREMELY CORDIAL"

China wants cooperation with the United States on trade, investment, technology, energy and infrastructure, as well as strengthening coordination on international matters to jointly protect global peace and stability, Xi said in the statement.

The White House described the call, which came hours before Trump plays host to Japanese Prime Minister Shinzo Abe, as "extremely cordial", with both leaders expressing best wishes to their peoples.

China has repeatedly said it has smooth contacts with the Trump team, led by China's top diplomat, State Councillor Yang Jiechi.

Yang told Michael Flynn, Trump's National Security Advisor, last week that China hoped it could work with the United States to control disputes and sensitive problems.

There was little or no mention in either the Chinese or U.S. statement of other contentious issues - trade and the disputed South China Sea - and neither matter has gone away.

A U.S. official told Reuters on Thursday that a U.S. Navy P-3 plane and a Chinese military aircraft came close to each other over the South China Sea, though the Navy believes the incident was inadvertent.

China on Friday reported an initial trade surplus of US$51.35 billion for January, more than US$21 billion of which was with the United States.

Feb. 2 (UPI) -- Japanese Prime Minister Shinzo Abe may be planning to raise the issue of the disputed Senkaku Islands with U.S. President Donald Trump in an upcoming summit in Washington, D.C.

Tokyo's Chief Cabinet Secretary Yoshihide Suga said Thursday the Japanese government plans to receive confirmation from the United States of its commitment to defend Japan in accordance with Article 5 of the U.S.-Japan Security Treaty.

Article 5 states that an armed attack against either Japan or the United States would be confronted jointly "in accordance with constitutional provisions and processes."

Abe is seeking a consensus on the clause, and its applicability to potential attacks against the Senkakus, also known as the Diaoyutai Islands in China.

More ships of Chinese origin are sailing in the waters surrounding the disputed territory, since the Japanese government nationalized three of the five uninhabited islands in 2012.

A total of 121 Chinese vessels sailed near the disputed islands without Japan's permission in 2016.

Beijing also dispatched 10 strategic bombers and other military aircraft into airspace claimed by Japan and South Korea on Jan. 9, South Korean newspaper JoongAng Ilbo reported.

Suga said the defense cooperation on the Senkakus will be confirmed on Friday during U.S. Defense Secretary James Mattis' visit to Tokyo.

On Tuesday, Abe had told Japan's House of Representatives' budget committee that Article 5 of the treaty is "very important" and that he intends to reconfirm U.S. military commitment during the summit, to be held on Feb. 10.

A joint statement that was issued after the United States and Japan held summit talks in 2014, confirming defense cooperation on the Senkaku Islands, generated strong opposition from China, according to the JoongAng.

這是繼8日致函給習近平之後,川普首度與習近平通電話,距離川普就任美國總統已有22天。《紐約時報》報導,白宮稍早發出聲明中表示,川普總統應習近平主席要求,同意遵守美國的『一中政策』,而報導中也指出,當川普與台灣總統通話後,官員即預估習近平可能會在川普同意遵守一中政策後才會談話。

而中國官媒也立刻做出快訊,強調中國國家主席習近平已跟美國總統川普通上電話,央視新聞宣稱,習近平「讚賞」川普,並強調美國堅持奉行一中政策,川普認同美中高層保持溝通非常重要,雙方同意保持密切聯繫並期待早逝會晤。

川普選前選後一連串的批評中國言論,讓美中關係相當緊張,甚至川普就任總統之後,與中國一直沒有聯絡,雙方更是隔空喊話,最後終於在日前以信函方式給了中國國家主席習近平一封信。

這封信函也馬上引起討論,英國《衛報》認為上任近三周後,與中國領導人習近平的聯繫方式,被視為是事「進一步的晴雨表,顯示美中關係正烏雲罩頂。」報導來統計川普上任後,有時間跟18個國家的領導人打電話,還發了112個推特,卻沒有時間與中國通話,甚至引述澳洲國際專家談話認為,川普是故意想激怒北京、公開讓中國難堪。

有趣的是,川普在就職22天之後首度與習近平通話,相較中國官媒馬上打出快訊的速度,川普方面則是透過白宮證實與習近平通話,且在訊息上特別表明是「應習近平要求遵循一中政策」,但川普臉書、Twitter至10日中午為止,都仍一直停留在抨擊法院駁回禁穆斯林禁令的訊息上。

章家敦(Gordon G. Chang)在網路雜誌「野獸日報」(Daily Beast)發表專文表示,川普(DonaldTrump)連月來質疑一中政策,如今卻自取其辱。

他還批評,川普告訴中國國家主席習近平他遵循一中政策,由對話看來,川普向北京的要求投降。

他寫道,川普想要改善和中國的關係,但這項決定對美國而言糟透了。在連串事件後,中方會認為,他們不但藐視了美國國防部長馬提斯(James Mattis),還嚇到了美國總統。

2016年12月,川普接受福斯新聞網(Fox News)專訪,提出一中可以協商的說法。今年1月在華爾街日報(WSJ)訪談中,川普進一步說不應受這項政策限制。

美國總統川普與大陸國家主席習近平在美國時間9日晚間進行通話,川普在電話中同意將遵循美國的「一中」政策。對此,國民黨立法院黨團書記長王育敏今(10)日接受《NOWnews今日新聞》訪問表示,「川普是務實的總統,很快就回到以美國最大利益的思考,這也不讓人意外」;而蔡政府原本的如意算盤看起來已成泡影。

王育敏指出,外界認為川普是企業界出身,企業講求就是獲得較大利益,現在當上總統就是以美國最大利益作為優先考量,川普很清楚認知到如果跟大陸「硬碰硬」,那絕對是兩敗俱傷,因此近日不只寫信釋放善意,也很快通上電話,接下來美中可能在共同利益上達成共識。

王育敏表示,「川蔡通話」的快樂是非常短暫,在國際現實面上,川普還是選擇要跟大陸有比較多的共同利益合作;蔡政府要思考,不願跟大陸好好溝通,而原本仰賴的美國好朋友終究會把國家利益放在台灣之前,台灣的籌碼將會越來越少。

王育敏強調,對於川習通話,蔡政府的國安團隊應該要有更深的思考,「原本打的如意算盤,看起來是已成泡影,不能再只押寶在美國身上」,台灣選邊站且遠離大陸的戰略布局勢必應該做一些修正。

國民黨立法院黨團總召廖國棟指出,「早在預料之中」,國際關係不是用「講」的,而是按照各約章進行,包括817公報在內的美中三公報都是講「一中政策」,美國作為世界警察不可能自行去破壞協議,「川蔡通話只是禮貌的祝賀,實務就是現在」。

廖國棟強調,希望蔡政府能務實看待中日美台的四邊關係,應該站在實務運作層級來看待,「簡單地講,現在政府一昧的討好日本,對台灣真的是最好嗎?不見得,這用膝蓋來想也知」,依他的觀點,台灣在全球最重要的關係,就是兩岸關係。
