I guess big Leonard's case has generated a lot of interest. Here are some pointers.

1. These cases are not rare, it is actually common but someone must have tipped off the press in this case.

2. The demographic profile of defaulters have not changed for decades - usually upper middle class and upwards. Usually families that want the best of both Worlds and think that they can get away with it. We are not talking about genuine emmigrants who have decided to make a new life in a new country.

3. There are many who have lost life and limb serving NS. Surely a fine for defaulters makes evasion a laughing stock and an insult to those who sacrificed 2 years and even more for those were injur or lost their lives.

4. Jail sentences for defaulters are not based on rehabilitation. Its punitive. Eveyone knows thAt some who is much older than his cohort and serves NS is never going to be given the full treatment.

5. Lastly nobody in his right mind will volunteer for NS. The thought that people who serve NS do so with relish is truly misplaced. The majority who do NS make the best of the situation. Many understand the need for it but thats different from volunteering for it.

6. Lack of transparency on the part of Mindef and Govt has allowed those with priviliges to abuse the system for personal gain. The most famous case is Tony Tan's son when the father was Minister for Defence. I am sure that many others like him. The second case is that of pianist Melvyn Tan where select elites lobbied the AG. If the idiot did not talk to press, most Singaporeans would not have a clue that a select few were geeting away.

7. The white horse system was clear case of abuse of privileges. The fact that a Minister of State can clearly lie in parliament shows how this govt treats certain segment of society and are prepared to lie.

8. As in Leonard's case see the abuse taking place. Both sons are in defaulters list yet the father serves on Govt boards. The DPP in this case did not challenge the claim that the father was not aware of his sons' obligations despite the fact that Mindef Provost routinely raids homes of defaulters. Over the years the father's home has been raided a number of times. ( I have checked on this). The son's claim that he was not aware until he wanted to visit his ailing grandfather is bullshit. All the DPP had to do was put foward the dates of the raids over the years. For those who are not aware, the raids are not just a knock on the door. The raiding party will go thru the whole house. The teams are famous for raiding on the eve of Chinese New Year for obvious reasons.

We all need to open our eyes to see how a small group can manipulate the system. By the way Partrick Tan never served his remaining NS obligation in uniform or in an army camp. And yet the father is President. The same with his reservist obligations. One country, multiple systems.

Most are not familar with the rules and get caught out with when their sons reach 21 and realise that they cannot renouce their Singapore citizenship. I belief this is what caught the family out. The father made no attempt to migrate and also probably not aware that NS deferment under the migrant category is granted based on the whole family migrating and not just the individual.

Only the families know what motivated them to do it. The common mistake in the past is to send the family first and then daddy goes over to retire. It does seem to work for some families when their sons do well in the new country and begin a life without the need to be in Singapore. I suspect both sons are not doing well in Canada. Getting a degree and post grad is not that difficult.

I think the family decided to swallow the bitter pill and end the crisis. In that sense, 4 mths is a good deal.

What I do know is that the father's home was raided a few times and what was said in court is not true. Father was ranking scholar in AG for many years and I am wondering if there is a connection on why the DPP is not contesting the what has been said in court. I also know that arrivals of the sons was pre-arranged and they were arrested formally at the airport and released on bail. This is accepted practice when they vountarily surrender and make prior arrangements. The press report gives the impression that they turned up at Mindef after arriving and gave themselves up.

The govt does a great disservice when it allows this sort of information to be peddaled.

Most parents have paid their fair share of taxes & in Spore it is a dog eat dog place, without any social welfare. If you get sick you are expected to pay out of your pocket or from your medishield or whatever. Nothing about this case makes sense at all. Why the fuck would these 2 fat fucks come back from canada? Most sinkies would give their right testicles to migrate to canada. You mean to say that with such a high income father in Singapore, their prospects are so bad in canada that they are willing to do jail time and waste 2 years NS to come back to singapore? where is the sense in that? Relatives can go over and see them too. There is something more that meets the eye here.

1) Father tan chee meng is earmarked for some big position in govt but the fact the kids are NS absconders is a deal killer for the PAP. So he ask them to come back and take the punishment and he will find them a good position in some stat board or LC after he gets the high govt post.

2) Or the father has identified new opportunities that will make the sons very rich if he can put them in there, so he ask them to come back and pay the price first for bigger rewards later on.

3) Or Father has been threatened in some way over his livelihood unless the boys come back to face the music.

4) Or my fav. Since its noted that Grandfather is sick, maybe grandfather is rich and has left them a sizeable estate. But the boys must be here to claim it. So come back and get punished but will have a big pot of gold. maybe the grandfather left them a property each. Who knows?

The fat guy had not enlisted in NS before returning. As a pre-enlistee he is not subjected to the SAF Act since he is not yet in the service of the SAF. As such, the SAF Military Police Command (SAFMPC), previously known as SAF Provost Unit (SAFPU), have zero powers to "raid" his house, father's house, etc to search for or to arrest him. This is since these search and arrest powers can be exercised only on those who are subjected to the SAF Act.

The fat guy committed an offence under the Enlistment Act (not SAF Act) by not enlisting. Some enlistment officers from CMPB would have been sent to the address they have in their records to enquire (not search his house) on his whereabouts and the reasons for his failure to enlist. A simple cross check with ICA (Immigration & Checkpoint Authority) would confirm that he had left Singapore. (MINDEF's practice is similar to that of the Ministry of Education who send MOE officers to enquire on the whereabouts and reasons if a child has failed to enrol in school.)

I believe that you are right. I have relatives that were in SAFPU and conducted some of these raids that Screwedball claim were used on Tan Chee Meng's house. The mostly go after deserters, and entry is fast and violent, But for people who never registered for NS, I think they send some plain clothes to the house to see where he is. They are very informed. They know who the relatives are, even the girlfriend. The will even go to the gf flat to look for him. For some one like Tan Chee Meng, there is no way they will conduct a full blown forced entry raid on his house, given that the sons are almost certainly White Horses during NS. Tan Chee Meng is a somebody, and that is a completely different tone that they use on people like him. More likely, just some polite inquiries will be made with him directly.

This is not the US. The Singapore authorities can raid without a warrant for nearly everything that is an offence. To many people watch TV and assume that a Police Officers needs a badge in his warrant card and require a signed warrant to raid

Changing your claim from "MINDEF Provost" to now "Singapore authorities" conducting your TPX "raids" after being confronted with the fact that "MINDEF Provost" are not allowed to since TCM's son was not subjected to the SAF Act (as he was a pre-enlistee at that time) does not in any way changed that fact that no "raids" on TCM's property took place.

If a male does not enlist for NS, he is gazetted as an NS defaulter. For defaulters who are overseas, they will be picked up when they visit Singapore. MINDEF knows which defaulters are overseas by simply crosschecking with ICA after CMPB's enlistment officer pays a visit to the address of these defaulters in their records to enquire about their whereabouts and failure to enlist.

As Teo Chee Hean said in Parliament on 16 Jan 2006 in reply to a question by LTK, "We know they [NS defaulters] are overseas" and "And that is why when they come to Singapore, they will be picked up".

MINDEF was able to confirm that TCM's sons were overseas after TCM told the CMPB's enlistment officer/s who visited (not "raid" bullshit) his apartment to enquire. What is there to "raid" when the kids are known by MINDEF to be overseas???
