【東方日報專訊】曾駐守有組織罪案及三合會調查科(俗稱O記)的警司吳偉漢等三名警務人員,涉嫌收賄及接受免費嫖妓服務以包庇灣仔區兩間夜總會的案件,昨日續有進展。據悉,公務員事務局已向特首請示,昨即日將吳偉漢停職;有指吳偉漢妻子因涉嫌將懷疑賄款帶到內地而同被廉署拘捕,至於被捕人士已被扣查四十八小時,昨晚陸續釋放。另一方面,警方正評估吳有份負責及策劃的行動,特別是臥底及反黑行動的風險,據悉部分計劃要修正及叫停,以保障行動成效及臥底人員的安全。

自廉署本周二拘捕屬憲委級人員的吳偉漢後,警方立即通報公務員事務局,局方向特首請示後,昨正式將吳停職。警方發言人承認,有關人員已被停職,而公務員事務局發言人則拒評個別個案,但一般而言,如公務員涉嫌行為不當或干犯刑事罪行等,當局可考慮着令他停職。在研究應否停職時,當局會考慮一系列因素,包括個案性質和嚴重程度、有關不當行為或刑事罪行是否與其公職有衝突等。

恐警方行動捲黑幫勾當

據了解,吳除被停職外,由於他曾駐守O記及現任港島總區刑事總部警司,先後策劃過多項包括臥底行動在內的反罪惡行動,有消息指警隊高層經慎重評估,已經暫停或修改吳知情的敏感行動,除避免警方行動捲進貪污和黑社會勾當,亦保障臥底人員安全。另有消息指,吳偉漢的妻子亦同被捕,廉署懷疑她負責將吳涉嫌收取的現金賄款帶往內地。

三警涉享款待通風報信

廉署於本周二展開代號「水銀」行動,拘捕十二人,包括三名警務人員、夜總會經營者、職員及相關人士。被捕三警分別是吳偉漢、O記高級督察陳嘉健及港島總區反黑組探員鍾文浩,據悉後兩人在寓所被捕,已在前日被警隊停職。廉署懷疑有人收取賄款及接受免費嫖妓服務,包庇灣仔區兩間夜總會,在警方採取掃蕩內地妓女行動前通風報信,以及協助申請酒牌或濫用職權查閱未獲授權資料等。

議員:警隊內部管理差

據悉,被捕三名警務人員因同駐守O記而認識,而O記主要負責反黑行動。O記早前亦有重大人事調動,總警司陳樂榮被調往荃灣警區,其職位現由高級警司文達成署任。

對於再有警務人員涉貪被捕,立法會議員郭家麒稱,本案涉及警隊高層人員,擔心事件只是冰山一角,貪腐風氣或影響整個警隊;他認為,警務處處長盧偉聰及警隊高層要為事件負最大責任,因事件反映警隊內部監察及管理很差,加上盧偉聰最近連警員犯案數字亦不知道,這對於負責防止及調查罪案的部門首長而言,是相當可笑及不能接受。郭表明會在立法會向盧偉聰問責及向保安局跟進。

曾任監警會委員的會計界立法會議員梁繼昌亦指,不能接受今次事件,並讓人聯想起上世紀七、八十年代貪污情況猖獗,據報今次竟有港島總區人員涉及接受有組織犯罪分子款待,若事件屬實,盧偉聰亦責無旁貸。

The Independent Commission Against Corruption (ICAC) arrested three officers from the Tuen Mun District special duties squad on Wednesday, after they were caught discussing how to frame somebody for narcotics possession in footage leaked by a triad mole, Apple Daily reports.

The clip was posted online and allegedly sent to the police and ICAC by the triad mole, also known as "Four-eyed Boy" (or "Speccy four-eyes" to the British) late last year. It apparently shows the three officers and the informer sitting in a car and talking about their plans to plant half a kilogram of unspecified narcotics in a flat on Po Tin Estate in Tuen Mun, before arresting the inhabitant for drug possession.

The trio's leader, a sergeant with the nickname Uncle Hung, was reportedly trying to advance his career within the narcotics bureau.

A rival sergeant of Hung's, nicknamed Sa-pei, had apparently solved a number of cases with the help of Four-eyed Boy, his triad informant, a local drug dealer who was affiliated with the Sun Yee On triads.

In an attempt to best his rival, Hung allegedly reached out for Four-eyed Boy's help in late 2014. In the video, which is dated Nov. 2014, Hung can be heard apparently agreeing to turn a blind eye to Four-eyed Boy's illicit activities in return for his help.

However, the pair's relationship soured at the end of 2015, when Four-eyed Boy's drug dealing business was targeted by the police.

The gang member then leaked the year-old clip, which he had clandestinely filmed with a spy camera on his glasses. Who's laughing at ol' Speccy now?

Since the clip's release, Uncle Hung had been working as in the Tai Po Criminal Investigation Division, while his two subordinates were demoted. Following their arrest by the ICAC this week, they have been suspended from any police duties, effective immediately.

Two senior police officers and a constable have been arrested as part of an investigation into an alleged corruption racket linked to a special unit of the Hong Kong force that tackles organised crime and triad activity.

A senior inspector serving with the crack organised crime and triad bureau and two fellow serving officers – a superintendent and a constable who used to work for the bureau – are among a dozen people being questioned by Independent Commission Against Corruption agents probing cash-for-tip-offs allegations involving two nightclubs in Wan Chai.

According to a source, the most senior officer involved – former bureau investigator Superintendent Ng Wai-hon, who now heads the unit responsible for intelligence and covert operations on Hong Kong Island – was arrested on Tuesday night.

The constable who used to work in the bureau is understood to have been in the same unit as Ng, while the senior inspector remains with the specialist organised crime bureau.

All those arrested were still being questioned at ICAC headquarters on Wednesday night and no one had been charged.

In a statement, the commission said the investigation centred on allegations of “a substantial amount of bribes in cash and other forms of advantages from the nightclub operators and their associates as rewards for tipping them off to impending police enforcement action against the nightclubs”.

It added that those arrested may have been “assisting in liquor licence applications or abusing their office in conducting unauthorised enquiries”.

The ICAC said the other suspects included two Wan Chai nightclub operators, three club staff members and four others. Three women were among the dozen arrested.

Another security source said the bribes the officers accepted ran in the hundreds of thousands of dollars and also took the form of free entertainment services at the two clubs.

It is understood that top-level police management had been alerted about the arrests in an operation codenamed “Mercury”.

The ICAC said the investigation arose from a corruption complaint made last year.

The arrests came a day after Commissioner of Police Stephen Lo Wai-chung revealed that 30 police officers had been arrested last year for offences ranging from assault and theft to rape and drug possession.

Of the 30, six officers had been arrested by the ICAC and three by the Customs and Excise Department. In 2015 the force arrested 15 officers, while the anti-graft agency arrested 16.

“Even if there is just one officer breaking the law, I’m very saddened,” he said.

Meanwhile, Hong Kong has been ranked the 15th least corrupt place – three spots up on last year – among 176 countries and territories in the latest survey by international anti-graft watchdog Transparency International.
