Detained Terrexes to return to Singapore: MFA


SINGAPORE: The nine Singapore Armed Forces (SAF) Terrex Infantry Carrier Vehicles detained by Hong Kong authorities over what the Ministry of Defence (MINDEF) described as licensing issues will be returning to Singapore.

In a statement on Tuesday (Jan 24), Singapore's Ministry of Foreign Affairs (MFA) said Hong Kong authorities have completed their investigations and will be releasing the military vehicles and other equipment.

It added that on Tuesday, Hong Kong Chief Executive CY Leung replied to Prime Minister Lee Hsien Loong's earlier letter to inform him of the latest developments.

"This is a positive outcome. Prime Minister Lee has replied to Chief Executive Leung to thank him for Hong Kong’s cooperation in resolving this matter," said MFA.

The nine military vehicles had been seized by Hong Kong customs authorities in November last year. The vehicles were being shipped from Taiwan back to Singapore via commercial shipping firm APL after a military training exercise when Hong Kong customs impounded the shipment over licensing issues.

Prime Minister Lee had asked Mr Leung for the immediate release of the vehicles, Defence Minister Ng Eng Hen said in Parliament earlier this month. The Defence Minister added that Mr Lee had written to Mr Leung to reiterate Singapore’s sovereign rights over the Terrexes and to request the immediate return of the vehicles.

Foreign Minister Vivian Balakrishnan also said in Parliament this month that Singapore had not directly opened dialogue with China over the Terrexes as it expected that the law would take its course. He also called for patience to allow this matter to resolve itself through an appropriate legal or judicial process.

The Defence Minister in December also said the detention of the vehicles was a low point in 2016, but called on the SAF to not lose focus or allow one issue to dominate all others. He added the SAF will learn from the episode and has already changed its practices to better protect its assets.

It took HK authorities a full 2 months to investigate into the issue of the detained Terrex. The release came timely just before the start of the lunar new year.

This is a well timed move, immediately after the inauguration of Trump as the 45th President of the United States and the onset of the Lunar New Year. I suspect that all along, the Chinese authorities have wanted to release the Terrex back to Singapore, as they know that what they did is illegal and contravenes international laws , but for face's sake, they have to choose the appropriate time to do it. They also know that there is nothing to gain in the long term from 'punishing' Singapore forever because of the close economic and social ties between the 2 countries.

If you were to ask me who emerged as the 'winner' in this matter, it will be Singapore. We stood our ground. We dig in. We let the world know our stand without having to kowtow to external pressures. We uphold to the international laws on sovereignty immunity. We did it without confrontation, but with reason and respect.

I suppose when Xi JiPeng said the following in Davos earlier this year , he cannot contradict himself.

'As the Chinese saying goes, people with petty shrewdness attend to trivial matters, while people with vision attend to governance of institutions. There is a growing call from the international community for reforming the global economic governance system, which is a pressing task for us. Only when it adapts to new dynamics in the international economic architecture can the global governance system sustain global growth.

Countries, big or small, strong or weak, rich or poor, are all equal members of the international community. As such, they are entitled to participate in decision-making, enjoy rights and fulfill obligations on an equal basis. Emerging markets and developing countries deserve greater representation and voice. The 2010 IMF quota reform has entered into force, and its momentum should be sustained. We should adhere to multilateralism to uphold the authority and efficacy of multilateral institutions. We should honor promises and abide by rules. One should not select or bend rules as he sees fit.'

1. Never think that your friend of 30 years has already grown up .

2. Never transit your toys through your friend's door. You may not get it back.

3. Your friend of 30 years was a friend to you because you were richer than him 30 years ago. Today, it is the reverse. Don't assume it will stay the same.

Eng Hen can finally heave a sigh of relief. He probably wept uncontrollably.

It was his lowest point of his life when the Terrex were seized. For the last 2 months, he was having suicidal thoughts.

The weapons and combat vehicles technologies exported by PRC to Ah Nehs Pakistan and Bangladesh and Africans are already better than PAP AH-BENG-TECH, you never wake up?

PRC use technologies way better then Terrex to build their civilian Rubbish Trucks, understand?
