Tan Chee Meng is well regarded in legal circles. He comes from a special cohort that was identified from the returned scholarship pool to do law and seed much needed expertise in the legal service. He aced the law courses. He in fact got 3 scholarships from this govt and he ended up in situation where he ignored what is an obligation by all citizens. Does not speak well for him.

Do you know many of the old Nanyang University (which was shut down by PAP for communist activities) graduates are successfully executives and businessmen overseas (China and angmo countries)? Many of them were shut out of the Singapore system as the LKY wants to consolidate power to the Peranakan Banana type elites back in 60s and 70s. These Nanyang graduates (and students from the original Chinese language schools) were insulted as "Chinese Helicopters" in NS.
