BEIJING: Blocking Chinese access to islands in the South China Sea would require the U.S. to "wage war", an influential Chinese state-run tabloid said on Friday, after U.S. Secretary of State nominee Rex Tillerson suggested the strategy on Wednesday.

Tillerson told his confirmation hearing before the U.S. Senate Foreign Relations Committee that he wanted to send a signal to China that their access to islands in the disputed South China Sea "is not going to be allowed". He did not elaborate.

The United States would have to "wage a large-scale war" in the South China sea to prevent Chinese access to the islands, the Global Times said in an English language editorial.

The paper, which is known for writing strongly-worded, hawkish and nationalist editorials, is published by the ruling Communist Party's flagship paper. It does not reflect Chinese policy.

"Tillerson had better bone up on nuclear power strategies if he wants to force a big nuclear power to withdraw from its own territories," the paper added.

The editorial also said that Tillerson, an Exxon Mobil Corp chairman and former chief executive, was the most likely of U.S. President-elect Donald Trump's cabinet picks to be vetoed by congress.

"It is suspected that he merely wanted to curry favour from senators and increase his chances of being confirmed by intentionally showing a tough stance toward China," it said.

The paper did not elaborate on either point.

A similar article was also carried in the paper's Chinese language website that receives thousands of hits every day.

There are also legal questions of any U.S. attempt to block China's access, the editorial said, asking if this might mean that Vietnam and Philippines also should be denied entry.

China claims most of the energy-rich South China Sea through which about US$5 trillion in ship-borne trade passes every year. Neighbours Brunei, Malaysia, Taiwan and Vietnam also have claims.

The United States has previously called on China to respect the findings of the arbitration court in The Hague earlier this year which ruled in favour of the Philippines, rejecting China's territorial claims in the strategic waterway.

Democratic President Barack Obama’s administration conducted periodic air and naval patrols to assert the right of free navigation in the South China Sea. These have angered Beijing, but seeking to blockade China's man-made islands would be a major step further and a step that Washington has never raised as an option.

(CNN)Capable of hitting targets 3,400 miles away, China's "Guam killer" missile is raising new fears of a growing Chinese threat to major U.S. military installations and stability in the Pacific Rim.
A congressional panel has issued a report warning of the dangers of the missile, during a week in which U.S.-China tensions flared anew with a U.S. Navy destroyer sailing close to a Chinese-claimed island in the South China Sea.

The U.S.-China Economic and Security Review Commission said this week that China's DF-26 intermediate-range ballistic missile -- dubbed by analysts the "Guam killer" and unveiled at a military parade in Beijing last September -- allows China to bring unprecedented firepower to bear on the U.S. territory of Guam. The territory sits well within the missile's range.
"Foremost among China's military assets capable of reaching Guam, the DF-26 IRBM represents the culmination of decades of advancements to China's conventional ballistic missile forces," the commission's report says.
The single-engine F-35A is the Air Force's eventual replacement for the F-16 and the A-10. The supersonic jets, which will be able to conduct air-to-air and air-to-ground attacks, are just beginning to enter the Air Force fleet.

东风-26型弹道导弹(DF-26)是中华人民共和国中国航天科技集团研制的核常兼备远程弹道导弹,[3]拥有对陆上重要目标或海上大中型舰船实施远程打击的能力。[4]是继东风-21D后世界现役第二种大型中远程反舰弹道导弹。

概观

自2007年以来,关于东风-26的报道就开始在媒体上出现。[2]但在美国国防部2013年的报告中并没有被提及。[6]

2015年9月3日,东风-26在纪念中国人民抗日战争暨世界反法西斯战争胜利70周年阅兵式上作为核常兼备导弹方队首个型号初次亮相。[7]

《俄罗斯报》网站声称,东风-26射程为4000公里,是苏联中程弹道导弹RSD-10“先锋”[8][1]的改版。

中国中央电视台于阅兵后的专题报导则表示[9]东风-21D和东风-26是两款搭配使用的武器(构筑中程和远程两道反舰网),东风-26能在进入大气层后以超高音速飞行的同时自动寻找目标,从而有攻击动态目标(航母)的能力,这是前苏联和诸多国家始终未能攻克的难题,而中国独步研发成功并且已经量产,并暗示26的智能弹头发展比21D更晚所以科技程度更先进一些,但两者所用原理相同。

《中国科技奖励》报道“我国首型通用中远程精确打击导弹”时,称“实现了带空气舵机动飞行器由马赫数12向马赫数18的技术跨越和战略武器实战能力重大突破”,[10]间接证实了东风-26最大速度18马赫的突防能力。

Chinese state media has warned that the US would have to launch a "large-scale war" to prevent Beijing from accessing islands it has built in the South China Sea. It comes after secretary of state nominee Rex Tillerson said such access should be restricted.

"Unless Washington plans to wage a large-scale war in the South China Sea, any other approaches to prevent Chinese access to the islands will be foolish," the state-sanctioned Global Times newspaper wrote on its English-language website.

It went on to stress that the US "has no absolute power to dominate the South China Sea," warning that Tillerson "had better bone up on nuclear power strategies if he wants to force a big nuclear power to withdraw from its own territories."

The article also said that China has so far "shown restraint" when Trump's cabinet picks have expressed "radical views," as the president-elect has not yet been sworn in. However, it stressed that the US "should not be misled into thinking that Beijing will be fearful of their threats."

"If Trump's diplomatic team shapes future Sino-US ties as it is doing now, the two sides had better prepare for a military clash," the article reads, adding that Tillerson's statements are "far from professional."

The former ExxonMobil CEO’s comments were made during his Senate confirmation hearing on Wednesday, in which he said that China's activities in the disputed South China Sea were "extremely worrisome."

"Building islands and then putting military assets on those islands is akin to Russia's taking of Crimea. It's taking of territory that others lay claim to," Tillerson said, referring to the reunification of Crimea and Russia, which took place following a referendum in 2014.

"We're going to have to send China a clear signal that first, the island-building stops, and second, your access to those islands also not going to be allowed."

Tillerson went on to accuse President Obama of being complacent during his tenure, stating that "failure of a response has allowed them (China) to just keep pushing the envelope on this."

China lays claim to much of the South China Sea, despite competing claims from Vietnam, the Philippines, Taiwan, Malaysia, and Brunei. In square opposition to its neighbors' claims, China has added to regional tensions by building artificial islands in the sea, complete with military installations.

It's far from the first time that Beijing has clashed with the US government when it comes to the disputed waters. In October, a US warship sailed near islands claimed by Beijing, drawing a warning from Chinese warships to leave the area. The Chinese Defense Ministry later called the move "illegal" and "provocative."

The article also said it is hoped that Tillerson will seek a productive partnership with China, and that his harsh words were just in order to appease the Senate Foreign Relations Committee.
'Let them do it'

Meanwhile, the Philippines unsurprisingly took a much different stance from China when it came to Tillerson's comments.

"They said they would prevent China from doing or undertaking these kind of activity. If it wants to do that, they have the force to do so, let them do it," Foreign Secretary Perfecto Yasay said during a television interview, as quoted by Reuters.

Last year, judges at the arbitration tribunal in The Hague ruled in favor of Manila, stating that China has caused irreparable harm to the ecosystem of the South China Sea's Spratly Islands and breached the Philippines' sovereign rights.

China quickly declared The Hague’s decision “null and void,” and soon started building an artificial island on Scarborough Shoal, just northeast of the Spratlys.

  谈到台湾问题时,蒂勒森表示,美国透过“与台湾关系法”和“六项保证”对台湾做出重要承诺,“我们需要重申并实践这些承诺”。英国广播公司称,蒂勒森在台湾问题上出言谨慎,只是说华盛顿需要确认兑现对台承诺,“我没听说任何关于改变一个中国政策的计划”。

  针对蒂勒森的言论,中国外交部发言人陆慷12日在记者会上表示,现在中国和南海周边有关国家都支持通过“双轨”思路解决南海问题,即中国同有关直接当事方通过磋商谈判和平解决争议,同时,中国同东盟国家共同维护本地区的和平与稳定。现在本地区国家已经重回这一共识,南海问题也已经降温。我们希望域外国家能尊重符合本地区和世界共同利益的这一共识。陆慷说,蒂勒森的结论是,要看到中美关系的积极面,不应让其他问题上的分歧阻碍有助于两国建设性伙伴关系的合作。“这点我们是赞成的。”法新社等媒体注意到,由于蒂勒森尚未就任,中方的反应相对“温和”。
