It was the US govt, not Obama nor Samantha Power, which voted on the UN Resolution on 23 Dec 2016.
the u.s. gov comprises 3 branches. 1 of them is congress, and majority in congress are republican senators and representatives who do not vote in u.n. resolutions. it's the executive branch under the obama admin that votes on u.n. resolutions. welcum to u.s. politics 101.
The US Govt comprises the Legislative Branch, the Executive Branch and the Judiciary Branch. Whatever vote is taken at the UN, it represents the USA govt's position, not the Executive Branch's nor the Legislative Branch's.
Similarly, when SG votes in the UN, it represent's SG govt's position, not LHL's or the PAP's position. Whoever comes after that got to live with that position unless it is officially reversed
