Unlike the private sector,governments and civil service do not have clear well defined parameters or physically quantifiable metrics in order to measure its success or how well its performing.hence the success of a ministry is determined by its headcount,number of manpower and size of its budget.a ministry or department thats able to expand its budget year after year and hire more and more jiak liao bee sinkie ministers,under ministers,paper generals,secretaries,under secretaries is deemed to be more successful or important than its peers or counterparts.thats why u will never hear a ministry or government thats cutting cost and reducing budget or reducing headcount,these are very unpopular words in the administration or civil service.why have 10 ministers when u can have 20?after all the sky's the limit.

Yes. Only the people can curb the abuses of a bad govt.

Unlike a private enterprise, the pap does not answer to a management board or shareholders. A tyrant PM will increase pay, bonuses and headcounts at his whims and fancy. Singaporeans better wake up to the fact that LHL is not as prudent and wise as LKY. He is a spoilt brat
