SINGAPORE: The commercial shipping line in charge of transporting the nine Singapore Armed Forces (SAF) Terrex Infantry Carrier Vehicles (ICV) and associated equipment to Singapore is working with Hong Kong authorities to resolve the issue, said the SAF.

In a news release on Friday (Nov 25), Singapore’s Ministry of Defence (MINDEF) said an SAF team is also en route to Hong Kong to address the security of the equipment.


The shipment of nine armoured military vehicles, used by the SAF in an overseas exercise, was being held at Hong Kong's Kwai Chung Container Terminal on Thursday.

The shipping contractor, APL, was required to comply with all regulations including the declaration of transported equipment in the ship’s cargo manifest as well as obtaining the necessary permits required to transit through ports, said MINDEF.

During the transit through Hong Kong, MINDEF said customs officials raised queries if the necessary permits and declarations by APL were in order and in the process, detained the Terrex ICVs.

“All commercial shipping lines used by the SAF are required to comply with stringent requirements for protection against theft and tampering of equipment during the shipment, in addition to applying for all relevant permits,” MINDEF said. “These requirements have worked well and there have been no incidents of losses, theft or tampering over the years.”

The Singapore Consulate General in Hong Kong is also assisting in this matter, said MINDEF, adding that the SAF will review the circumstances of this incident and determine if added measures are required to prevent such occurrences.

Conspiracy theory abound but I do think it a simple case of incorrect declaration of cargo by the shipping agent which is not uncommon.

But why was the cargo off loaded in hk when it meant for transit? Answer quite simple, the terrex containers were over height and over width compare to standard container dimensions ( refer to the photos) This mean no container can be stacked on top of them and they can only be loaded on very the top tier of the ship. What if those containers below were destined for hk discharge? The procedure is to discharge the 9x terrex into hk yard temporary and reload back to the vessel once they cleared all the containers below and load other containers (if any) .

Quite likely the agent didn't declare the equipments within the AFV and that raise the alarm. Or they might have put some army stores within to be shipped back. I have know of one case of a shipment of lanterns being detained by hk custom because they didn't declared the LED lightings that came with it.

quite simple. avoid hk as a transit stop altogether. it has become a chicom port of convenience under chicom control for their shenaniganery.

SINGAPORE – The nine Singapore Armed Forces (SAF) armoured vehicles detained by Hong Kong Customs' authorities have been moved,
the city's media reported on Friday (Nov 25), even as the Defence Ministry said an SAF team is on its way to
“address the security" of the vehicles and their associated equipment.

Hong Kong's Oriental Daily reported that the SAF vehicles have been moved early on Friday morning
under police escort to Hong Kong Customs' cargo examination compound at the River Trade Terminal for "storage".

Footage obtained by Oriental Daily showed Hong Kong officials and port workers inspecting the seized Terrex Infantry Carrier Vehicles on Thursday afternoon.
The officials were seen removing the covers on the vehicles, peering inside some of them and taking photos.
Footage also showed the officials inspecting over a dozen green-coloured wooden cases that appeared to contain SAF military equipment.

At a routine press briefing in Beijing on Friday, the Chinese Foreign Ministry's spokesman Geng Shuang said
China had "noticed" and was "verifying" news reports about the seizure of the Terrex vehicles.


He added: "All ships that enter Hong Kong should follow the laws of the Special Administrative Region.
We oppose countries that have diplomatic relations with us to have any form of official exchanges with Taiwan, including defence cooperation."


Mr Geng sidestepped questions on whether Singapore had contacted Beijing on the issue and what would happen to the armoured vehicles next.
He maintained that the Chinese government was still in the midst of "verifying the related details".

The seizure of the Terrex vehicles made the headlines on Thursday after Hong Kong media, including the South China Morning Post (SCMP), broke the news.


In its latest statement on Friday, Mindef said the vehicles [FONT=&amp]were being shipped by commercial shipping line APL.

During the cargo’s transit through the city, Hong Kong customs officials had detained the shipment after they queried
if the necessary permits and declarations by APL were in order, Mindef said.

Officials from APL have assured the SAF that they are working with Hong Kong authorities to resolve the matter.
An SAF team is also on its way to Hong Kong to “address the security of the equipment”,
while the Singapore Consulate General in Hong Kong is assisting in the matter.


Mindef added that APL is required to adhere to all regulations, including declaring the equipment it transported in the
ship’s cargo manifest and obtaining the permits needed to transit through ports.

The vehicles were returning to the Republic after routine SAF overseas training.


An APL spokesman said it is extending its full cooperation to the relevant Hong Kong authorities and working with the various stakeholders.
He added: "APL is committed to ensuring cargo security as well as full compliance with all regulatory and trade requirements in its conduct of business."


Hong Kong Customs authorities had held the shipment, which also comprised other unspecified “associated” equipment, at Hong Kong's Kwai Chung Container Terminal.
The shipment did not contain ammunition or sensitive equipment.

The ministry did not specify where the overseas training was, but various Hong Kong media reports said the shipment originated from Taiwan.

Mindef said that all commercial shipping lines used by the SAF are required to “comply with stringent requirements for protection
against theft and tampering of equipment during the shipment, in addition to applying for all relevant permits”.


“These requirements have worked well and there have been no incidents of losses, theft or tampering over the years,” it added.

“The SAF will review the circumstances of this incident and determine if added measures are required to prevent such occurrences,” it said.


The detention, the SCMP had reported, happened after 12 containers were unloaded from a vessel arriving from Taiwan.
Shipping experts who spoke to TODAY said it was not uncommon for Singapore-bound container ships from Taiwan to stop in Hong Kong.
It is “quite common” for container ships that follow a liner route to call at many ports as part of a loop, said Captain Mathiew Christophe Rajoo, a partner at shipping law firm DennisMathiew.
“If … this ship was en route from Taiwan, it’s quite natural for it to go to Hong Kong as the next port (before sailing to) Singapore,” he said.


A senior professional in the shipping industry, who declined to be named, said each shipping line has its own logistical arrangements,
and in some cases, ships stop at another port before continuing to its final destination.

In this case, he said there were questions over whether the Hong Kong authorities were informed in advance of the nature
of the shipment and how the shipping line had classified the vehicles in making its shipping arrangements.

He acknowledged, however, the “sensitive” nature of the Terrex.
“It’s a military vehicle – if you land on Hong Kong soil, I presume the authorities have the right to know what it’s about,” he added.


The Terrex, designed and made in Singapore, can accommodate more than 10 men and has seven variants, including the command, trooper and medical versions.

It was announced in March that the local defence company is in a running [/FONT]

There is no doubt the chinese are firing a shot across our bow. This affair could have been quietly buried and the Terrexes put back on the ship and allowed to go their own way. But the Chinese are making it into a big public stunt to embarrass the PAP and the Taiwanese.

Likely the Head of Logistics G4 in the SAF is hanta kaki already. If APL/NOL was still owned by Stomachsick, then some one in there would be the scapegoat be fired. But since its not owned by them anymore, nothing can be done there. All other PAP Ministers will be left untouched.

You are one hundred percent right. Once again, the PAP has fucked up here. Why bother to tell the whole world that you are sending an SAF Team? U are just antagonizing the Chinese more and more. When you tell them that you are sending a SAF team over, you are telling them that we will send military personnel and you better allow them full and unfettered access to the AFVs. does this sound like something the Chinese will appreciate, especially when they are holding all the cards and you are holding non?

The SAF needs to secure and monitor the status of the Terrexes. They need to remove items like the optics and computers and any software that can be hacked and downloaded from the Battlefield management system. They need to put someone in there to make sure that the PLA is not climbing all over the AFV and cutting this out and removing that, etc. A SAF Team will accomplish this IF and that is the big IF, the PLA and the Chinese will allow them access to the AFVs and allow them authority to safeguard the AFVs to the degree that they want. The Chinese have made no such concessions to them, so trying to bulldoze and force their hand by sending in a SAF Team, in my opinion is the stupid play.

A better way would be to send a small team of 3 or 4 armour officers and ST Engineering staff who know the Terrex inside out and give them diplomatic passports. Send them to HKG right away and attach them to the consulate staff there. Have the SIngapore consulate in HKG request the chinese to allow access for their embassy staff to examine the Terrex, and if approved, then send this team in to assess what has been taken and what has been tampered with. This way, it sounds like a civil service branch of the singapore govt is requesting access to singapore property in the custody of the chinese. Instead of an army team coming in to see it.
