The Tried and Tested solution is to implement costs for water. Just differentiate between water used for drinking and medical purpose and that for washing cars/clothes and watering plants. To do these, install measuring devices at water outlets. Of course the people living close to these water taps will have to cover the costs. They should take it with pride that it is for the social good of the nation. ONE Singapore!

5. Don't cook soup or gravy-heavy dishes like mee siam mai hum
