Singapore is the world's busiest transhipment hub, with connections to 600 ports in over 120 countries. But it is not taking good fortune for granted.
The Maritime and Port Authority of Singapore (MPA) is going full steam ahead with plans to expand the Republic's container-handling capacity, starting with the expansion of the Pasir Panjang Terminal in a $3.5 billion project that will be completed next year.
Pasir Panjang Terminal Phases 3 and 4 are being built in a way that increases efficiency and productivity while reducing environmental impact - making it a model for the upcoming Tuas Terminal, which will be fully ready from 2027.


For the innovative engineering feats involved, the development was in July voted by the public as being one of Singapore's Top 50 Engineering Achievements. The competition is organised by the Institution of Engineers to recognise engineering achievements thought to have the greatest economic, infrastructural or societal impact.
For the Pasir Panjang expansion, alternative landfill material, such as excavated earth from land construction projects, was used instead of sand for reclaiming some 198ha of land - the size of 280 football fields - off the Pasir Panjang shore.


Corals at the nearby Labrador Nature Reserve were also relocated in 2006 to the waters off the Southern Islands so they would not be smothered by land reclamation works.

In addition, caissons - large concrete blocks - were used to build the sea wall and wharf structure instead of traditional piling methods.
The 150 caissons used are concrete, watertight, retaining structures that sit on a foundation on the seabed and fabricated on site.
Said MPA chief executive Andrew Tan: "The Pasir Panjang Terminal Phases 3 and 4 project provided opportunities for our engineers to test-bed innovative construction methods, all the while keeping at the top of their minds the need for sustainable development."
He added: "Many of the engineering innovations first deployed in this development are being implemented to a greater degree at the Tuas Terminal Phase 1, now in construction."
When the Pasir Panjang expansion is completed next year, it will help increase Singapore's overall container-handling capacity to 50 million twenty-foot equivalent units (TEUs) per year.
Singapore plans to move all its port activities to Tuas South from 2027, freeing up prime land in Tanjong Pagar and Pasir Panjang for residential and mixed-use developments.
The Tuas Terminal will be developed in four phases over 30 years, with Phase 1 scheduled to be completed by the early 2020s.
The entire Tuas Terminal could eventually handle 65 million TEUs of cargo annually - nearly double what Singapore handled in 2014.
Mr Loh Yan Hui, deputy chief executive for infrastructure at Surbana Jurong, which the MPA consulted for the Pasir Panjang Terminal expansion, said: "We are pleased to support MPA in their efforts to strengthen Singapore's port infrastructure that will reinforce Singapore's position as a global hub."

HONG KONG — Singapore became the second Asian hub port to declare slowing container throughput in June following weak growth reported by Shanghai last week in the run up to the peak season period from July to September.

The port of Singapore handled 2.62 million 20-foot-equivalent units during June, a significant 7.7 percent decline over the same month last year, and coming after no growth in May’s year-over-year volumes, according to Maritime and Port Authority of Singapore data.

In the first six months, container throughput fell 3.1 percent to 16 million TEUs as the port handled almost half-a-million fewer boxes than in the same half in 2014.

Singapore is the world’s second busiest port in the world and its largest transshipment hub, but the declining year-over-year volumes are a result of weakening demand, especially in the European economies. The Southeast Asian port is better placed to serve the Asia-Europe and Asia-Mediterranean trade rather than the trans-Pacific.

Singapore’s falling June throughput comes on the heels of slowing growth at Shanghai. Last week the world’s largest container port reported virtually flat growth of 0.7 percent in June, but that was a 2.5 percent decline in the volumes handled during May.

In the first half, Shanghai handled 18.03 million TEUs, up 4.5 percent but flattered by solid growth in the first quarter.

Hong Kong’s June throughput figures will be released later this week with the port needing a strong comeback to buck a sharply declining volume trend. The last 11 months have seen declining year-over-year volumes, with the last three months falling by double-digits compared to the same months last year.

There is little to celebrate on the Asia-Europe trade, but Asia-U.S. routes are expected to pick up handsomely from this month, according to the monthly Global Port Tracker report. It predicts import volume at the busiest U.S. container gateways during July will hit 7.3 percent compared to the same month last year as retailers prepare for back-to-school sales.

U.S. consumer spending rose by 0.9 percent in May, the largest increase since August 2009, the Commerce Department said. That indicates consumer confidence is returning — a positive sign for imports, said Ben Hackett of Hackett Associates, which produces the monthly Port Tracker for the National Retail Federation.

Port Tracker said ports it covered in June were estimated to have handled 1.56 million TEUs, up 5.5 percent from 2014. July is forecast at 1.6 million TEUs, up 7.3 percent; August also at 1.6 million TEUs, up 5.5 percent; September at 1.63 million TEUs, up 2.4 percent; October at 1.61 million TEUs, up 3.5 percent, and November at 1.5 million TEUs, up 7.5 percent.

Volume through the ports during the first half of 2015 was estimated at 8.8 million TEUs, up 6.4 percent over the same period last year.

The Port Tracker report covers the ports of Los Angeles, Long Beach, Oakland, Seattle and Tacoma on the West Coast; New York/New Jersey, Virginia, Charleston, Savannah, Port Everglades and Miami on the East Coast, and Houston on the Gulf Coast.

yes, the returns on developing the current harbor front for high end offices and residences far outweigh the cost of moving the harbor to tuas.

Singapore needs large continuous ongoing construction projects to keep economy going, The construction industry consists of many different players from diverse sectors.
Many industries and companies are involved. From supplying of building materials , equipments to design and engineering services ,etc etc.
Great opportunity for small and local companies.

That is the reason we will be building T5 , future MRT stations and lines. The official rhetoric is the usual oft used standard explanation - planning for the future.
