Accountability means the PM must justify why a ministry needs two ministers and many other political appointees. It is not like sinkapore has such a huge population.

Not sure about competency, but it is a fact that you have to provide fat jobs for your supporters in the various ministries, people association, glc, etc. Without such distribution of fats, the ruling party may rule no more.
