For the first 25 years, Singapore faced a serious shortage of labour and talent to many our rapidly growing economy, factories etc. We even had to bus Malaysians from JB daily to man factories in AMK, Woodlands etc. Close to 90% of renovation workers, carpenters, workshop mechanics etc were Malaysians. For non-tertiary educated Malaysians, the policy for getting Singapore citizenship at the that time was 10 years.

The policy flaw was not accommodating more Singaporeans when the Malaysians entered with lower A level qualifications.
