There are now daily news about foreigners/permanent residents behaving like warlords in sinkie land, whacking taxi drivers whenever drunk, buaysong or feeling depressed.

What pappies gonna do? Still keep these foreigners like antique treasures in the island or throw them back to their kampong?

Law abiding? That depends on which side of the law one sees it from. I'll say it is timidness. From kindergarten and all through their instituitionalized lives, Singaporeans are not required to speak up, to demand for things, just obey, listen, pay attention, and things will work out. Whereas many peoples from other parts of the world have got to be vocal, demanding, and even fight and struggle daily for basic things.
