One to carry the ladder, one to hold the light bulb, two to climb the ladder, one holding the light bulb, the other to screw in the light bulb, one to turn on switch, one to view the lighted bulb, one to approve the lighted bulb, one to fill in the appropriate form, one to turn off the lights...

Then, when something happens like the bulb came off, the person fell off the ladder..there was power failure..or somebody 'lao sai'....they will form a committee to find out the cause & another committee to implement the findings & another to check if the findings & the implementation were successful......that is call feeding the 'food chain' approved, endorsed & paid fully by the 70%..

just look at his cabinet n compare with David Marshall's or LKY................ it is bloated beyond logic n he wonders why productivity is low for decades

This is an old problem back even in 2000. Too many so called scholars and not enough positions to put them in. So you have agencies which had assistant and deputy directors at the same time, because someone could be promoted to a full director position and someone else needed to be deputy. Do they do any work? No. Can they do the quantitative as required of a technocrat? No. Yum cha and take toothpicks? Yes.
