It's call minding our own business. We have been conditioned to complain through the proper channels i.e. report to the police.

I believe this attitude is trickled down from our ASEAN policy of non-interference. In other words, if you see some shit happening in your neighbour's home, just look away, and pretend it didn't happen.

The attitude is similar in many cities around the world because of the litigious nature of today's societies.
Do the wrong thing when attempting to help in the US and you could well end up being sued if things don't turn our favorably. Why bother?
