I have been following this trial of the Dr. from Myanmar fired from SGH for fake qualifications. I am just bewildered and astounded by the whole mess. It seems like one department of the govt does not know or care what the other department is doing. It seems like there is no co-ordination or pooling of information and resources between the Ministries. Why are we paying this stupid govt. so many millions $ in salary for this type of basic failure. To summarize, this is what I have gathered so far:
1) Dr. from Myanmar, with alleged University of Medicine in Yangon degree shows up in Singapore in 2008 and apparently has no problems with getting on the registry of approved doctors in Singapore, even though the SMC, who licenses doctors here do not approve any Myanmar medical degree from any Myanmar unis at all. Failure number one, SMC somehow approves this one. And yet, no explanation is available from SMC.
2) The Dr gets a job with National Cancer Centre and works there from 2008 to 2013. Failure number 2 on the part of NCC who failed to verify her qualifications.
3) Dr. apparently has a work permit from MOM to work in Singapore. Failure number 3 on MOM for failing to vet this doctor.
4) SGH tries to verify her qualifications in 2014, and could not do so. Why did they all of a sudden decide to do this 1 year after she was hired in 2013? The only possible answer is that she must have been fucking up somewhere and SGH got suspicious and decided to verify her. This is Failure number 4, although its only a partial failure on the part of SGH. They should have called her references in NCC or check through unofficial channels, her work record at NCC, BEFORE HIRING HER. Maybe she was let go by NCC. SGH was relying on the fact that SMC has given her a practicing license and that NCC had employed her for 5 years. They should have known that no Myanmar Drs should be practicing in Singapore at all as they are not from unis that are approved by SMC, and they should have checked her references at NCC.
5) Somewhere, someone filed a police report on her for fake credentials. More likely it was SGH. She produced 2 pieces of documentation saying she was licensed in Myanmar and when they contacted the Myanmar medical council, they were told she does not exist on their books. Fair enough, did she produce official transcripts of her course at the university? Probably not, hence her probably poor work performance, coupled with her inability to verify her credentials prompted SGH to lodge a police complaint. The police and AG chambers were probably told to jump all over this and find a guilty plea on her as soon as possible to show to the public that they are doing something about fake qualifications from FTs. Failure number 5, they thought wrong.
6) The prosecutors case ended in front of a female apuneh judge who tries all cases involving female, eg molest cases, assault against women, etc. this judge is an out and out feminist and protector of women’s rights. The failure number 6 here rest with Shanmugam. Why was this judge assigned to this case, knowing she would be biased towards the female, and if she was, why was she not given the memo to find this bitch guilty, jail her and then deport her.
7) Prosecutors brought in their star witness from Myanmar Medical Council to confirm that fake dr was not registered in Myanmar. The apuneh woman judge tells him to bring in certified true copies of evidence that she is not approved by MMC. Instead, this moron brings in photocopies of screen shots and there were whiteouts on the paper, meaning they were not even original copies. And the prosecutor got the balls to put this kind of witness on the stand? Failure here on on the AG Chambers for assigning this fucktard to prosecute this case. The AG thought it was open and shut case, send in this lazy ass prosecutor and here is the end result, here the failure in on the AG. The AG should have hanged SMC out to dry on this one. Call SMC to court and ask them to show what document they have on this dr proving she is genuinely qualified. SMC cannot produce anything.
8) When this Dr was let go by SGH, she should have immediately been deported by ICA for not being able to prove her qualifications and hence fraudulently obtaining a work visa. Once deported, good luck to her in fighting her case from Yangon. They do not even have to prosecute her. They could have saved all the court expenses by deporting her. Have the police interview her, threaten her with jail time (they are good with that kind of thing) and then tell her to quietly be escorted to the airport. Leave all her CPF behind and never come back again. But instead, they tried to make this into a show trial and have egg on their face now. The failure here is joint. ICA for not having deported her right away, and multiple agencies like the Police, MOM, SGH etc for not pressuring ICA to deport.
9) The apuneh judge said the Myanmar dr. " had no reason not to register herself with the MMC or to subsequently produce fraudulent certificates." Well, yes, she does actually. If she had been struck off the registry of the Myanmar Medical Council, then she would have no choice but to produce fraudulent certificates in order to practice in Singapore. If the dr had not passed her medical studies, she would not have been registered at MMC. The fact she was practicing medicine in Yangon means nothing, as its the wild wild west there. Heck, Sam could probably open a clinic and buy himself a fake degree and start practicing there. Apparently the stupid judge was so dumb she could not see this as being a very likely scenario..
All in, this has been an abysmal display by all the various Ministries involved.
