It was reported in ST today that a doctor from Myanmar has been cleared of producing fake medical certificates to SMC (http://www.straitstimes.com/singapore/courts-crime/judge-yangon-doctors-papers-may-not-be-fake).
The judge said that just because Dr Hnin Wai Hlaing was not on the Myanmar Medical Council’s (MMC) registration list did not mean her certificates from MMC were fake. The prosecution’s witness, an official from MMC, had earlier conceded in court that it was difficult to determine if Dr Hnin’s registration certificate was false because the MMC has many versions of the registration card.

The judge agreed with the defence that there could have been an administrative lapse on the part of MMC.

Dr Hnin accepted by SMC to work in Singapore
ST reported that Dr Hnin graduated from the University of Medicine in Yangon and worked as a doctor in Myanmar before moving to Singapore.
3To practise medicine in Singapore, all doctors need to be approved by the Singapore Medical Council (SMC), a government statutory board in-charge of medical licensing.

Apparently, SMC did not do any verification with MMC and went ahead to register Dr Hnin. She then went to work at the National Cancer Centre in SGH.

It was SGH which did a verification check with MMC. At the time, MMC replied to SGH that it did not issue a registration certificate to Dr Hnin. Subsequently, SGH terminated her contract and informed SMC in 2014.

SMC then decided to charge her for producing 2 “fake” MMC certificates to SMC for registration but as events turned out, the judge ruled otherwise. The judge felt that reasonable doubt had been raised by the defence as to the accuracy of the MMC’s manual register.

Loophole for doctors from unaccredited medical schools to practise in Singapore?

According to SMC’s own website (http://www.healthprofessionals.gov....eddoctor/international_medical_graduates.html), for doctors with foreign medical degree, only those who graduated from any of the below approved list of medical schools are recognised by SMC:

University of Yangon is not in the list. SMC specifically stated in red on its website:

“The Singapore Medical Council (SMC) would like to highlight that International Medical Graduates who do not hold qualifications which are recognised by the SMC, will not be eligible to apply for medical registration to practise in Singapore. This applies to all applicants.”

Then on the last line comes the caveat. SMC also said:

“Doctors who do not meet the criteria for conditional registration may apply for temporary registration, subject to existing criteria for temporary registration.”

Indeed, a search in SMC’s registry shows that a number of doctors from Myanmar armed only with a medical degree from University of Yangon were given “temporary registration” by SMC. For example, these 2 doctors from Myanmar were given “temporary registration” to work as medical practitioners in Ng Teng Fong General Hospital in Jurong:
4It seems like in order to satisfy the demand for doctors in coping with the explosive growth of Singapore population in recent years, SMC is resorting to issuing “temporary registration” for doctors with unaccredited 3rd world medical degrees so as to circumvent the strict criteria for “conditional registration” and “full Registration” (conditionally registered doctors are supervised – they can apply for full registration after they have fulfilled a specified period of service).

Regardless of the “temporary registration” status, these foreign doctors are now practising medicine here in our public hospitals with unaccredited medical degrees.

So, for the parents who have to spend hundreds of thousands of dollars to get their children study medicine overseas because they weren’t selected by our local medical schools, it may perhaps be easier and cheaper for them to send their children to those unaccredited 3rd world medical schools like University of Yangon instead.

When pappies are seen as dumb and inefficient, there will always be monkeys out there to take a bite at the expense of the tax payers. The ah nehs with fake degrees, the tiongs with self made certificates, the pinoys with alley made credentials and the latest one of the Burmese with unverifiable medical certificate are all part and parcel of their monkey tricks played on the pappies.

There will be more monkeys out there waiting to pounce if they are already not in the island holding on to jobs by using their fakes.

My question is simple:
Since SMC does not recognize medical degree from Mynamar, why this doctor can work here? (even if his Myanmar degree is real)

The onus of proof is on the Burmese to show she holds an authentic and officially issued certificate. If she cannot discharge this onus of proof, the certificate is questionable and the charge should stand.

Since SMC does not recognize medical degree from Mynamar, why this doctor can work here? (even if his Myanmar degree is real)

Your next question should be: How many patients had died under the care of this burmese doctor during her service at the Govt hospital?

This is scary, isn't it? Imagine getting admitted into the Govt hospital and you get your case doctor who hailed from burma, pinoyland or ah neh land and you just need to pray you will leave the hospital alive.

Actually what the judge is saying is that Myanmar system of registration is so bad that no one had any idea what to believe. In others words, why even consider anyone for Myanmar in the first place and the reason why it was one of the blacklist countries for medical doctors qualification.

Her lawyers were smart enough to make a case that nothing can be trusted. In no way is the Judge is recognising her qualification.

I agree. There must be law that a copy of their medical qualifications be prominently displayed in public view. We should have the right to reject a doctor who qualifications are dubious now that SMC has failed in its fundamental duties.

Gan is not doing enough n right. He should demand that

Peasants get treated by fake Drs. from unrecognized universities from Myanmar, and other 3rd world doctors from India, China, etc. as well as nurses from Pinoyland who threaten to kill sinkies. But PAP MIWs and Familee don't even smell these shit medical professionals. They will be seen by local or angmor doctors trained in the best medical schools in the UK and US. As SOP, you die, your business, but they are in safe hands.

Something must be done quickly.
A lot of part-time doctors around. That is why, they do not display
credentials. They are afraid of being exposed.

I do not need to be of GKY standing to smell all these.

Victim has brain damage and amnesia; attacker sentenced to nine months' jail

A man's blow with his bare fist in a fight in January was so powerful that it broke another man's skull. To this day, the victim has not recovered fully. He cannot even remember being in the fight.

Yesterday Ker Kian Hwee, 37, a part-time security officer, was sentenced to nine months' jail after he pleaded guilty to causing grievous hurt by a rash act that endangers human life.

The victim is Mr Ong Hock Wah, 38, a dishwasher.


A district court heard that on Jan 2, Ker went with two friends, Mr Charlie Tan Chien Meng and Mr Ng Weng Yap, both 37, to E Red Dot pub at 69 Kampong Bahru Road. They met Mr Ong, an acquaintance, there.

Just before 2am the next day, Ker and his two friends left the pub to eat at the Ya-Mahyuddin Al-Jailani Restaurant at 89, Kampong Bahru Road. Mr Ong joined them later.

Ker and Mr Ong then quarrelled as Ker felt Mr Ong had been disrespectful to a pub waitress earlier.

Ker slammed the table with his hands and stood up, prompting Mr Ong to get up. Ker then wrapped his arm around Mr Ong's neck and dragged him out of the restaurant. Mr Tan and Mr Ng followed.

Outside, in Blair Road, Mr Ong and Ker traded several blows. One of Ker's blows caused Mr Ong to fall unconscious and start bleeding from the left ear.

Ker fled the scene; Mr Tan tried to help Mr Ong to sit up and asked if he was okay. But Mr Ong stared back blankly and did not respond.

Shortly afterwards, Ker returned and saw Mr Ong bleeding heavily. When Ker, Mr Tan and Mr Ng heard that the police and ambulance were on their way, they fled.

Mr Ong was taken to the Singapore General Hospital. But he left the hospital on his own at about 3.50am in a taxi.
When the cab arrived in Jurong West Street 61, he got out and walked unsteadily before collapsing in front of the cabby.

He was taken to Ng Teng Fong General Hospital in a deep coma. He was found to have a fractured skull, traumatic brain injury and bleeding in the brain.

He underwent brain surgery and was later transferred for inpatient rehabilitation at the Ang Mo Kio - Thye Hua Kwan Hospital.

The court heard that, as of end May, he continued to be cognitively impaired, with severe retrograde amnesia and deficits in short-term memory, attention span and processing speed.

He also has difficulty in expressing himself. He is able to recognise people and faces, but is unaware of the date and time.

He also has problems with learning new tasks, such as how to use a mobile phone.

However, he has good insight into his current condition and is able to care for himself at home, although he is still unable to work.

He is unable to recall events leading up to his hospitalisation. The retrograde amnesia is likely to be permanent, but Mr Ong is likely to recover further and may return to work later, the court heard.

For his crime, Ker could have been jailed for four years and fined $10,000.

Don't be a moron, that is not what the judge is saying. Read between the lines. The judge has already received his instructions from "above". he has no choice, but to find the fake Myanmar Dr. license is acceptable. WHy? If he found her guilty, as he should have, this will make SMC look like a bunch of incompetent assholes. And it would open a whole can of worms. Like what other fake Drs have SMC let in from unrecognized countries and schools? SMC cannot be made to look like the assholes they are, its populated with PAP MIW relatives and needs to be protected at all cost, or else the integrity of the medical profession will be called into doubt. That is why the judge lan lan has to say the burmese bitch did nothing wrong. Saying she is at fault is also saying SMC is at fault for letting her get in.

The problem is they also maim and kill the 30% who are not blinded by the PAP. The 30% have to pay for the idiocy of the 70%
