Chitchat Gov't Embarrassing U-Turn on Lift maintenance after China-like Mishaps

They spent 6 years crucifying Workers Party AHPT over cleaning maintenance, hygiene and other imaginary issues while the lift maintenance program under the various PAP mayors, town councils etc ran to the ground.

Now after years of screwing up, its back to each lift having individual certificates that must be signed and displayed. Not only that, the governance will now be passed to the BCA and not left to the usual and hopeless town councils.

This is what happens when you give out contracts to cronies, to PA porlumpars. Note no private buildings despite we having thousands of multi-storeys buildings and high-rises have faced such poor maintenance issues let alone mishaps.

I even recall GCT doing one campaign questioning Potong Pasir under Chiam abiity to upgrade and maintain their lifts.

MND spent taxpayers money to take WP to courts multiple times and to pay accounting firms but I guess no money spent on how the whole lift regime collapsed under the PAP.

The Building and Construction Authority (BCA) said in a press release today (June 16) that its “investigations into recent lift incidents revealed that the overall standard of maintenance by lift contractors can be further improved.” To enforce this, the Government’s regulatory authority will mandate a tighter maintenance regime for lift maintenance, stricter enforcement and a new lift operation permit system.

The new measures will include introducing specific maintenance standards which will be tied to specific outcomes. These new measures will be imposed on top of the current regulatory regime for maintenance of lifts.

1The series of lift accidents has prompted BCA to mandate that the tighter regulations should kick in as early as next month. The 100 BCA registered lift contractors who service the estimated 59,000 passenger lifts in Singapore will have to adhere with the new “Permit to Operate” (PTO) system as well.

In the current system, lift owners are required to lodge a Certificate of Lift Maintenance and Testing with the Commissioner of Buildings before a lift can operate. The certificate proves that each lift has been inspected and tested by a lift contractor, in the presence of an authorised examiner (AE). This is done on an annual basis.

The PTO will modify the current system in that while AEs will still conduct checks, the final permit will be issued by BCA before a lift can be operated. The permit will have to be displayed in the lift, and will indicate the lift contractor responsible for maintenance and the name of the AEr who inspected and certified the lift.

In 2013 when a five-year-old boy had a narrow escape as a lift in Tampines moved up with doors open because of a malfunction similar to the freak accident in China which decapitated a woman (link: http://bit.Iy/1sHV3yy), Government mouthpieces were quick off the mark to claim that freak lift accidents as were happening in China were unlikely here (links: http://bit.Iy/1S75Y9x and http://bit.Iy/1ZU0eGk).

The BCA however swung into action after several China-like accidents involving lift malfunctions happened one after another. A wheelchair-bound old man died in one of the accidents and a cleaner fractured her spine in another.

The Building Maintenance and Strata Management Act 2004 (Act 47 of 2004) Building Maintenance and Strata management (Lift and Building Maintenance Regulations 2005) specifies that:

“a Certificate of Lift Maintenance and Testing need not be lodged with the Commissioner in respect of any lift owned by any of the following persons:
(a) the Housing and Development Board (HDB);
(b) the Jurong Town Corporation (JTC);
(c) the Land Transport Authority of Singapore (LTA).”

It is unclear if the Act will be amended to mandate that lifts operated by HDB, JTC and LTA will not be included in the PTO system.

I like to agree but the truth is all PAP MPs are beholden to the Familee so how can they speak up for the lesser Mortals. You tink Familee will lift the WHIP, likely the one who dare to speak will be whip. Remember lily neo's case, asking a little more of 4 dollars per mth on welfare for the poor! I say just leave MPs alone, allow em just to do their own thng, attend Meet the ppl session on friday and thats it, oh! also pay em their allowance of 17k per mth. Also pls do not grumble if your MP is a Director of few Public Listed Cos, he is worthy of it,making the extra bucks.

Earlier, it was reported that EM services, a joint venture between HDB and Keppel Group is responsible for the management of a number of town councils in Singapore, including Holland-Bukit Panjang Town Council (HBPTC) and Pasir Ris Punggol Town Council (PRPTC), where recently lift malfunctioning have been reported (http://theindependent.sg/em-service...aining-lift-involved-in-spine-injury-incident).

EM Services stated on its website that they are the sole agent for the sale and installation of Chinese brand lifts, which come from Shenyang Brilliant Elevators (http://www.emservices.com.sg/em/engineering-contracting-services.aspx).

On the Chinese websites, a search on “博林特” reveals that many PRCs have had nasty experience with Shenyang Brilliant Elevators in China.

In this particular blog (http://tieba.baidu.com/p/2340488649), it talks about a Shenyang Brilliant Elevator almost killed someone (“沈阳博林特电梯差点害死人!!!”).

This is an example of how Singaporeans don't realize that the rot has not only sunk into the core but risen to the surface.

When they first put up those notices announcing that certificates were no longer required to be posted in the lifts, I knew that the system had failed. This is simply one of many things not reported or investigated by the media proactively.

And the majority of Singaporeans are still clueless, apathetic or ignorant about why they need to vote against the establishment and demand proper oversight.

Mark my words, there will be more to come as we've seen over the past 15 years.

No choice! Rising costs have impact on profitability of EM Services. If they did not get the lifts from China, they would have to answer to shareholders. Would you rather they get retrenched or you have to pay higher conservancy charges? No? So China lifts it is then. Let the spirit of free enterprise flourish, flourish in true blue Singapore enterprises.

if you're a so called "power insider" in the civil service, why don't you walk the walk and do something productive and constructive about these issues with the gov instead of cumming online to kpkb behind their backs who happen to be feeding you? it means you're just a useless talking jiak liao bee whiner in the civil service without contributing anything in action. anyway, it's well known that highly paid civil servants know more about expensive bikes and attas cycling attire than actually working their arses off. stfu and do something from within.

Sinkees should demand that the town councils be abolished. What a waste of money!

With town councils, so much inefficiencies have crept in. We are spending hundreds of millions extra just because of town councils. Bring back the HDB to run and maintain the estates.

The AG should tell sinkees how much more the government is spending on town management under the town council versus the single management entity, ie HDB.

Or is there any academics in our local universities that dare to do that piece of research?

The management of ALL HDB estates should be by HDB itself to enjoy economies of scale and avoid duplication of manpower and wastage in having separate town councils. MPs role is dealing with national issues in parlament and not mundane maintenance roles of estate management.

There are some good china made equipments. But it has to be manufactured by one of their reputable brands. Nowadays, people simply buy any china made products. Just like ships. Some china made vessels were built by villagers along river banks, and there are some very reputable shipyards like in dalian.

Agree. The amount of wastage is terrible. They have gone to the extent of overcapitalising the neighbourhood with all sorts of covered walkways, unnecessary amenities etc just to show that they are doing work and the same time give their local cronies work to get money.

If these lifts incidents happen in WP territories, imagine what'll happen!

The PAP will 'crucify' the oppositions town council, the opposition members...& they will publish the details in full page newspaper, front page, 2 & 3 pages.....& for a week...

while it happen under their charge...it gets a small mention & try hard to deflect the blame to the residents like overusing the lifts....too heavy in weight....it is never the quality of the lift, the quality of maintenance, the quality of inspection...how can you get quality, when they are all 'connected'....if something is really wrong..you think they have the moral fibre to stand up & point it out to the ' hands that feed them"?

that is why we need to have more oppositions to provide an independent constructive checks.....not the same people, of the same kind, doing the same check & balance......

What are covered walkways supposed to do ? Protect us from sun ? In a real thunderstorm, which comes with wind, with open sides along the walkway, you will be drenched anyway. Even in countries with constant rainfall, nobody builds public covered walk ways in residential areas. They are really going nuts.
