Chitchat No Internet Access for Public Servants from May 2017

Another Singapore first. The claim is that it will stop Malware access. Or is it they are no longer confident about their internal capability of protecting their network both ingress and egress. Maybe ban all forms of contact sports to reduce injury. Bring home cooked food to reduce food poisoning etc.

I did however like the part about IDA piloting it. Imagine an actual pilot / trials to see if it works. What exactly were they hoping for in terms of success factors? Withdrawals symptoms of staff, movement of productivity levels, savings from reducing staffing and equipment dedicated to firewall monitoring etc.

Singapore public servants' computers to have no Internet access from May next year
The move is aimed at plugging potential leaks from work e-mail and shared documents amid heightened security threats.

All computers used officially by public servants in Singapore will be cut off from the Internet from May next year, in an unprecedented move to tighten security.

A memo is going out to all government agencies, ministries and statutory boards here about the Internet blockade a year from now, The Straits Times has learnt.

There are some 100,000 computers in use by the public service and all of them will be affected.

"The Singapore Government regularly reviews our IT measures to make our network more secure," a spokesman for the Infocomm Development Authority (IDA) said when contacted.

The move is aimed at plugging potential leaks from work e-mail and shared documents amid heightened security threats.

Trials started with some employees within the IDA - the lead agency for this exercise - as early as April. Web surfing can be done only on the employees' personal tablets or mobile phones as these devices do not have access to government e-mail systems. Dedicated Internet terminals have been issued to those who need them for work.

The Straits Times understands that public servants will be allowed to forward work e-mails to their private accounts, if they need to.

It is rare even for banks, telcos and casinos - which are known to have the strictest computer-use policies - to cut off Internet access on all work terminals.

Banks give only some personnel - such as analysts, sales staff and corporate communications employees - Internet access, but file-sharing, Web-hosted e-mail and pornography websites are blocked. The fear is that staff may download malware accidentally from dodgy websites, or share sensitive documents online.

Mr Aloysius Cheang, Asia-Pacific executive vice-president of global computing security association Cloud Security Alliance, said the Government's move marks a return to the past - the 1990s - when Internet access was available only on dedicated terminals.

"In the past, it was hard for malware to extract sensitive information from within government networks," he said. "Now, it is hard to control any leak on social media or file-sharing sites."

It will take time to convince users about the new system as the Internet is ingrained in most work processes. One teacher noted that he uses it extensively to develop worksheets and test papers.

They should just come out with a directive saying that they don't trust civil servants and the country so therefore go back to the stone age.

Are they trying to say they have no way of educating people how to use a computer responsibly to avoid viruses and malware and their firewall is too darn weak to prevent intrusions?

I have difficulty deciding whether this is the case of having a defeatist attitude or just plain too idiotic to handle the information age.

Good. The productivity will go up and if they want to surf the net for whatever reason, they can do it on their personal 4G phone.

Apparently no issues with public servants using their own devices to access during office hours. So it does seem like they have lost the confidence tot protect their network which surprised me. I know that there is huge team that was formed couple of years ago to coordinate and provide the all aspects of security.

Typically MNCs and other private companies cripple ports and prevent rogue applications etc plus the mandatory firewalls.

I am sure it will affect productivity as most people for example need to google to help in their work. They also needs to keep track of latest news and development. Asking them to google on their own devices does not seem like progress for the digital world of today.

Imagine now people buy tablets to bring to work and use it as their primary device whilst reserving the office workstation to finish the final report or communicate in the office intranet.

How backward is this country getting?

Crap. Must be a world first (not 3rd world places). Speaks volumes on govt's "state of art" security system.

No more SBF surfing on their work PCs, but got to squint on their mobile phones

Don't they have a proxy server ?? or servers??.....can't they restrict internet access through it? plus filters??? the restriction is like 10 step forward & 9 step back....civil servants now will become "workers of North Korea"...only the elite in the organization will get complete access to the internet in the office....

they will collect $2 per toilet entry.

$2 is a small amount....people here can afford to pay....say $10 come free toilet roll to ease the pain....wanna start a business? Collect all the 300ml or 1.5ml plastic bottles & wash them....set up a counter outside the $10 per trip toilets...sell the bottle for $1 & sell funnels too...

For men - 1 300ml bottle $1, 1.5ml $1.50
For Women - comes with funnel 300 ml bottle $2....1.5m $2.50 already purchased the funnel....same price as men...

woman need the funnel to cover the base to direct the water flow to the bottle....plus wet tissues...$3.50 per set... ha ha ha

This is for emergency in the office....too expensive to go toilet...can hide in pantry, photocopy room, store room etc...& DIY:biggrin:

I remember the 1st time the internet was available in Spore. The dial in service was provided by Pacific Internet
You had pages & pages of regulation you had to agree to.

You face the same red tape when opening a Spore online brokerage or Forex account.
