After fatally stabbing a man in a fight 16 years ago, secret society member See Chee Keong fled Singapore and ended up spending 13 years in a Cambodian jail for drug trafficking.

He was released on a royal pardon in 2013 and deported to Singapore, where he was arrested for killing Leong Fook Weng, 36, an odd-job labourer.

Yesterday, See, now aged 50, was sentenced to 10 years' jail after he pleaded guilty to culpable homicide not amounting to murder. He was 34 years old when he stabbed the victim in the heart.

See is the second assailant to be jailed over the death of Mr Leong, who was attacked for nearly 15 minutes at a vacant plot near a cemetery in Kheam Hock Road in the early hours of May 17, 2000.

The first, Robson Tay Teik Chai, was given nine years' jail and 12 strokes of the cane in 2003 for culpable homicide. Tay had also fled Singapore and spent two years in prison in France for drug trafficking before he was deported.

Two other alleged assailants, Ong Chin Huat and Lim Hin Teck, are still at large. A fifth man, William Ho Kah Wei, who was part of the group, was jailed six months in 2003 for not reporting the crime. All were secret society members.

The High Court heard that shortly before Mr Leong was stabbed, the five men were having supper at a River Valley Road coffee shop.
Lim, who owed money to Mr Leong, complained about him to the others and said he wanted a fight with Mr Leong.

See then drove the group to Upper Boon Keng Road after finding out that Mr Leong was attending a funeral wake there. See confronted Mr Leong and assaulted him together with Tay.

After Mr Leong claimed that he was from a particular secret society, the group drove to the Tanjong Katong area to verify his affiliations with the head of the gang. When they learnt that Mr Leong was not a member of that secret society, the group dragged him into See's car and continued beating him.

They alighted at a vacant plot in Kheam Hock Road, where three of them continued assaulting Mr Leong. See used a blade that was concealed in a lighter and stabbed the victim in the neck and chest.

Mr Leong was then stripped to his underwear and his wallet taken from his motionless body before the group left the scene.

See's lawyer, Mr James Masih, said in mitigation that his client had merely wanted to teach Mr Leong a lesson for switching gang loyalties.

The lawyer, noting that See had done time in Cambodia, sought eight years' jail so that the twice-married man could spend his last years being a good father and grandfather.

They were from 24 SLK....all ran road after the killing. It's actually cold blooded murder but defence managed to get them off the hook.

these chaps were all very close to poh chuan, a senior figure in slk.

if i recall the case correctly, the accused persons dragged the deceased to an atm in newton. from there to kheam hock road where deceased was burnt! happened so long ago.

There seems to be a guideline that I cannot fathom where SS chaps involved in murder involving more than 1 person are never charged with murder. The rational that is commonly bandied around is that the person who caused the fatal injury cannot be identified which I think is bull when everyone knows the intention is the same. If you look thru history, they all end up with the common sentence of 7years and occasionally 10 years.

You more or less know that once SS is involved and the victims are SS, no one is going to be hanged. I only recall one hanging case involving SS members from Armour who were all hanged but they and the victims as well as the IO were all Indians.

See Chee Keong's family wanted him to "face responsibility" for his actions which caused the death of another man on May 17, 2000.

Yesterday, Justice Chan Seng Onn found See guilty of culpable homicide not amounting to murder for stabbing Mr Leong Fook Weng in the heart and neck with a 5cm blade hidden in a lighter.

Mr Leong, 36, was attacked by See and his four accomplices on the way to a vacant plot along Kheam Hock Road, off Dunearn Road.

See's younger brother, Mr See Kok Keong, told The New Paper his elder brother, now 50, became a changed man while in a Cambodian prison, where he converted to Christianity.

Said Kok Keong, 49: "We told him he had a lot to look forward to back in Singapore.

"He has his grandson and his family here. Fortunately, he made peace with himself.

"He has decided not to run away from the law any more and face his responsibilities here ."

Kok Keong was in court with his sister, See's ex-wife and the couple's children.

See had fled to Thailand on May 18, 2000, a day after the attack.
In December that year, he was caught at Phnom Penh Airport in Cambodia while attempting to smuggle drugs to Kuala Lumpur.

He was later sentenced to 18 years' jail for drug trafficking.

After spending 13 years in jail, See received a royal pardon and was released on Nov 26, 2013. He was deported to Singapore the next day and was arrested on arrival.

On the stabbing, Deputy Public Prosecutor Anandan Bala said the attack on Mr Leong was "premeditated and prolonged".

Mr Leong had apparently been targeted for his arrogance and gang disloyalty.

Some time before 4.30am on May 17, 2000, See and four others, who were having supper at a shop in River Valley Road, were unhappy with Mr Leong.

They wanted to teach Mr Leong a lesson for switching loyalty from Ang Soon Tong to Loh Kuan secret society.

From the time Mr Leong was located at a wake in Upper Boon Keng Road, he was assaulted a total of four times by See and his accomplices.

Mr Leong was attacked at the wake, at a petrol station near Tanjong Katong Road and in the back seat of See's car while on the way to the vacant plot in Kheam Hock Road.

The final and fatal attack, which lasted no more than 15 minutes, happened between 4.30 and 6.30am at the vacant land.

Mr Leong's body was discovered only in his underwear a few hours later.

See's stab to Mr Leong's heart resulted in "acute haemorrhage" which likely led to his death.

Defence lawyer James Bahadur Masih had argued for a sentence of eight years in jail, saying See was remorseful after leading a miserable life in Cambodia.

There was no intention to kill Mr Leong as his client only wanted to "teach him a lesson".

He said See, who has three adult children from his first wife and a teenage son from his second marriage, had missed his family.

Said Mr Masih: "Even though this was for a different offence, the reason he had to spend time in jail was because when he fled Singapore, he became a fugitive and began to deal in drug trafficking to earn a living."

However, DPP Anandan said See's "suffering" in Cambodia should not be seen as a mitigating factor as See had "run away and engaged in serious crimes in Cambodia".

While two of See's accomplices had been dealt with by the law, two others are still at large.

Got nothing to do with Ang soon tong......or gang loyalty for that matter.
This was a case over money and debts as the ones involved were all working as ah longs.
The 2 at large chaps were from sio Ang kun.....another 24 gang so this was strictly 24 internal matter nothing to with outside gang like AST.
But then I can't prove this you just have to take my word for it regarding ST misreporting

yup nothing to do with gang loyalties. everything to do with $$$$. ST should check such facts with CID before they make a fool of themselves.
