SINGAPORE: Revealing the names and specific sanctions received by staff from the Ministry of Health (MOH) and Singapore General Hospital (SGH) in the wake of the Hepatitis C outbreak last year would not “contribute to better care of patients”, said Health Minister Gan Kim Yong in Parliament on Monday (Apr 4).

Mr Gan was responding to a question by Non-Constituency Member of Parliament (NCMP) Leon Perera, which called for the disclosure of the names and punishments of the outbreak at SGH’s renal ward that claimed eight lives.

In total, four MOH officers holding Director-level or equivalent roles and 12 SGH leaders including senior management were punished.

“Instead of focusing on naming the individuals and developing a blame culture in our healthcare institutions, we need to encourage a learning culture to make our hospitals as safe as possible for our patients,” said Mr Gan. “This culture of continual learning and improvement is important for enhancing patient safety and the quality of care.”

He added: “In deciding what to disclose, we have to bear in mind the longer-term impact on our healthcare system and healthcare workers, and strike a careful balance.”

Mr Gan reiterated that disciplinary sanctions, which included warnings, stern warning and financial penalties, were meted out.

“When a warning is issued, it is lodged in the staff’s service record. A stern warning is a more serious penalty. Not only is it entered into the staff’s service record, it has a negative bearing on his career, including future promotion and awards. A warning or stern warning may be given together with a fine,” he said.

“But the greatest penalty is not these disciplinary measures. For everyone involved, including those who had provided direct care to the affected patients, we will carry with us the pain and regret of this incident for a long time.”

None of the senior level folks were warned or disciplined. In fact the PS has been promoted. They dare not even touch Ng Eng Hen's wife. After all they are not expendable SAF Captains.

Singaporeans are really poor at this. This is the main headline story in years and nobody seems to understand the gravity of the matter. 8 lives lost and possibly 6 of them needlessly if the procedures were followed. The number of wasted donated livers are another to consider.

One country, 2 laws - one for Division grade staff and another top echelon.

Why is a NCMP asking these kinds of questions? Why isn't the leader of his own party, Low, asking these questions. The WP needs to ask more and more of these questions. Even if the PAP refuse to answer these questions, they will provide a retarded answer as to why they do not. People read this and remember this. And it damages the PAP in some way. Chee should point at this answer and tell BB voters he will ask these types of questions constantly in parliament. BB residents do not want to get HEP C anymore then you or I.

Going by PAP's logic, those manslaughter cases, accident cases, etc, which were without intention to kill, should not be named too. It cannot be a blame culture that smear all the murderers, drivers, etc.

Let them tell how the nurse that infected them was an FT. Let them tell how they got no compensation, no answers and no remorse from the govt. After a lot of sobbing and weeping, I am sure BB voters will be eyes opened to the sinister side of the PAP.

Where is the accountability?

This brings to mind how MINDEF hid the 'punishment' of the officers involved in the death of the soldier. Because the officers were not punished based on severity of the crime.

How come teenager Amos, CPF Roy, research funds Chee all charged in court when nobody killed and yet " breeding a blame culture" was not given as an excuse for them.
