The current quake in Taiwan, found instead of solid concretes there were empty plastic containers or bottles embedded within the broken structures' beams and columns.

台湾中央灾害应变中心表示,截至下午5点,当地发生的6.4级地震已经导致至少11人死亡,另外400多人受伤。灾害应变中心说,救援人员在台湾各地拯救了超过300人,其中多数是从倒塌的台南维冠大楼救出的。有至少9名大楼住户不治身亡,包括一名10天大的女婴。

地震发生在今天凌晨将近4点,强度达6.4级,震央位于高雄市美浓,震源深度为16.7公里,,属于浅层地震。

在灾情最严重的台南市,一栋17楼高的住宅大楼倒塌,整栋楼横躺在大街上,200多名居民受困。救援人员已经救出200多人,其中一名10天大女婴被救出时已经没有生命迹象,送院抢救后证实不治。另外还有一名40岁的男子和56岁的妇女被救出时也已没有呼吸心跳。

另外,台南市其它地点也传出有大楼倒塌或倾斜的消息,抢救工作在进行中。


除了台南市之外,台湾其他地区也传出灾情,据报有建筑损毁和人员受伤。

强烈地震也导致供电设施损坏,台南和高雄地区共有12万2000多户家庭失去电流供应。多个地区也因水管破裂而淹水。

台湾总统马英九接到大地震消息后,清晨5点多赶到灾害应变中心了解灾情,并在早上8点飞往台南,亲自指挥救灾。

他在启程前接受媒体访问时说,已经同台南市长赖清德通过电话,商讨救灾方案。

台南市长赖清德说,目前最重要的工作是抢救生命,但如果发现维冠大楼建筑违规违法,一定会追究法律责任。

赖清德到维冠大楼视察搜救进度时,一些民众向他反映,看到大楼的梁柱不是实心的,里头装有宝特瓶

对此,赖清德说,会交给相关单位,进行调查。

另一方面,台湾中央气象局指出,台南至今已发生9次余震,其中最强的余震达到4.9级。

台湾气象局地震测报中心主任郭铠纹形容,这次地震的强度,相当于两颗原子弹释放的能量。

郭铠纹说,尽早发生的地震,震央位于高雄的美浓,但灾情最严重的却是台南市,这很有可能是旗山断层错动导致的。

台南市政府宣布会向死者家属,发放新台币200万元的慰助金。

市政府也会根据伤者的伤势,给予他们新台币20万或50万元的慰问金。每户灾民则可获得新台币10万元款项。

中央灾害应变中心统计,截至下午5点为止,已有11人死亡,462人受伤。维冠大楼救出158人,送医7人。其中9名死者为倒塌的维冠大楼住户,另1人是在归仁区遭水塔砸中致死;1位三星科技公司员工,在仓库被货物掉落砸伤,送医不治死亡。

This discovery is nothing new, not at all.

Long ago during corrupt Chen Shui Bian era, in the 921 earthquake, many collapsed buildings were found to have empty biscuit tins instead of concrete inside.

The only high-rise building to have collapsed in the Taiwanese city of Tainan following a major earthquake on Saturday seems to have had serious constructions flaws. The collapse has exposed cooking-oil cans embedded inside the building’s concrete walls.

Witnesses at the scene have told Reuters that they saw large rectangular, commercial cans of cooking-oil packed inside the wall cavities of the 17-story Wei Guan Golden Dragon Building, apparently having been used as building material.

A BBC correspondent reported from the scene that the collapse has exposed blue-and-white cooking oil cans that “appear to have been used as filler inside some of the concrete beams.”

The authorities have already employed three teams of civil engineers and started investigation into the collapse of the two decade old building, Tainan Mayor William Lai said.

"When it's completed, we'll punish those who should be held accountable," he said.

Cooking-oil cans inside wall cavities were reportedly one of the reasons behind the collapse of some of the buildings during another Taiwan earthquake in 1999.

As of Sunday evening the death toll from the 6.7-magnitude earthquake that hit Taiwan at the beginning of the Lunar New Year holiday stands at 33, with 31 of the dead having been found at the collapsed Wei-guan Golden Dragon Building in Tainan.

Reuters also reported that one Taiwanese bank had a policy of rejecting loans to residents of the Wei-guan building, citing its poor construction.

Rescuers are racing against time to save 119 people who are still believed to be trapped under the rubble. A total of 309 people have been rescued so far, Xinhua news agency reported.

TAINAN, Taiwan: Prosecutors in the southern Taiwan city of Tainan have arrested the developer of a building which collapsed during an earthquake on Saturday killing at least 39 people, officials said on Tuesday, as rescue efforts increasingly turned to recovery.

The quake struck at about 4 a.m. on Saturday (2000 GMT Friday) at the beginning of the Lunar New Year holiday, with almost all the dead found in Tainan's toppled Wei-guan Golden Dragon Building. Two people died elsewhere in the city.

Rescue work has focused on the wreckage of the 17-storey building, where more than 100 people are listed as missing and are suspected to be buried deep under the rubble.

No survivors have been brought out since Monday evening.

Questions have been raised about the building's construction quality, especially materials used to build it.

Hsiao Po-jen, director of the legal affairs department of the Tainan city government, told Reuters that Lin Ming-hui, the Wei-guan Golden Dragon Building's developer, had been arrested on suspicion of negligent homicide on Monday evening.

Hsiao said the information came from police and prosecutors.

Reuters witnesses at the scene of the collapse have seen large rectangular, commercial cans of cooking-oil packed inside wall cavities exposed by the damage, apparently having been used as building material.

Taiwan media has also reported the presence of polystyrene in supporting beams, mixed in with concrete.

The Wei-guan, completed in 1994, was the only major high-rise building in the city of two million people to have completely collapsed.

Its lower storeys, filled with arcades of shops, pancaked on top of each other before the entire U-shaped complex toppled in on itself.

Deputy Tainan Mayor Tseng Shu-cheng told family members that 103 people were still missing in the rubble.
