The government has warned coastal China to prepare for the arrival of super typhoon Mujigae, as the alert level has been upgraded to orange, the second highest.

The National Commission for Disaster Reduction and the Ministry of Civil Affairs ordered governments in south and southwest China to activate contingency and early warning plans.

Governments of provincial regions including Guangdong, Guangxi, Hainan, Guizhou and Yunnan should closely track the typhoon and make timely public announcements, the ministry said in statement on Saturday.

Relief supplies should be readied, it said.

Governments should also advise residents to prepare supplies for at least one to three days, evacuate those living in areas that might be severely affected, and warn ships to take shelter in harbors, according to the statement.

Mujigae, the 22nd typhoon of the year, was in the northern part of the South China Sea this morning, and is expected to move northwest at a speed of 20-25 km per hour with strengthening force, according to the National Meteorological Center. It is forecast to make a landfall on Sunday noon on the southern part of the Leizhou Peninsular, Hainan, with a speed of up to 151.2 km per hour at its center.

The typhoon will bring gales to the coastal regions of Guangdong, Hainan and Guangxi in the coming two days. Most parts of Hainan and Guangdong will experience torrential rain.

Five people were killed and at least 168 injured on Sunday as rare tornadoes ravaged several parts of southern China’s Guangdong province, mainland media reports.

Typhoon Mujigae – reportedly the most powerful tropical storm in history to have struck Guangdong during October – reached landfall on the mainland near the city of Zhanjiang, in Guangdong, just after 2pm on Sunday.

Mujigae brought with it powerful tornados, which were recorded in Shunde district in Foshan, Panyu district in Guangzhou and Haifeng of Shanwei city by the Guangdong Provincial Meteorological Bureau, the Xinhua news agency said.

Two of those who died were killed in Panyu and another two died in Shunde as tornados ripped apart houses in the area.

In the provincial capital, Guangzhou, plans for emergency power and water supplies were introduced on Sunday after tornadoes brought down several power lines and left thousands of residents in the districts of Panyu and Haizhu without electricity.

Thousands of people had flocked to Guangdong and Hainan over the weekend during the week-long National Day holiday.

Many tourists visiting the 600-metre tall Canton Tower – one of the city’s iconic buildings in Haizhu district – had to be evacuated following the blackout. It was reopened to the public at about 7pm.

Power supplies were restored late on Monday night.

Water supplies to Haizhu district were also temporarily affected, the local newspaper New Express reported.

Scores of flights in and out of Hainan’s main airport in Haikou were cancelled, and high-speed rail service between Haikou and Sanya were suspended on Saturday and Sunday.

China Southern Airlines cancelled 19 flights in Guangdong, and more than 500 passengers in Nanning, Guangxi, were affected, Xinhua reported.

Lin Liangxun, a meteorologist at the provincial weather bureau, told the news portal, Chinanews.com, that the typhoon had developed very quickly.

It had taken only 57 hours for the tropical storm – with average wind speeds of 63to 87kp/h – to turn into a powerful typhoon, with winds speeds of 150 to184kp/h hitting Guangdong.

Typhoon Mujigae, which had earlier passed over the Philippines and Taiwan, was believed to be the most powerful typhoon to have hit Guangdong in October in history, the bureau said.

Lin said its was also unusual for a tornado to hit Foshan in October.

The city was preparing to open its first tornado research centre, the news portal reported.

A strong typhoon roared into southern China on Sunday, bringing powerful winds and heavy rain to the region, leaving one person dead and 16 fisherman missing.

Authorities in Shunde, Foshan, also said three people were killed and 80 injured when a tornado hit the district.

Tens of thousands of people were evacuated before Typhoon Mujigae made landfall near Zhanjiang in Guangdong just after 2pm, said the National Meteorological Centre.

Electricity was suspended in many residential and office buildings in the city, China News Service reported.

Electricity was also suspended in Haizhu and Panyu districts in Guangzhou. A Guangzhou driver for Uber said Haizhu was like a disaster zone. "All the trees were toppled, there were no street lights and even the traffic lights were all gone. There was no power in the district and some areas were flooded," she said.

The centre had already issued a red alert - the highest level of weather preparedness - warning that as much as 280mm of rain was likely to be recorded in some areas by this morning.

Packing winds of 180 km/h at its centre, Mujigae was moving northwest at about 20 km/h, the meteorological centre said.

The typhoon is expected to lash both Guangdong and Hainan, where thousands of people have flocked during the week-long National Day holiday. It is expected to weaken as it heads further inland.

Scores of flights in and out of Hainan's main airport in Haikou have been cancelled, and high-speed rail service between Haikou and Sanya was suspended Saturday and yesterday. China Southern Airlines cancelled 19 flights in Guangdong, and more than 500 passengers in Nanning, Guangxi , were affected, Xinhua reported.

Maritime attractions were halted in coastal regions after authorities upgraded the alert for the approaching super typhoon to orange, Xinhua reported. In Sanya many tourists ignored warning notices and went swimming at the beaches, news portal Thepaper.cn reported.

More than 500 tourists were stranded in the Fang Ji island resort in Maoming . The authorities began to evacuate tourists from the island on Saturday, but the operation was interrupted by strong winds. The remaining tourists were transferred to hotels.

More than 60,000 fishing boats returned to port in Guangdong and Hainan and more than 40,000 fishermen working on fish farms moved to shelters.

Mujigae blew out of the northern Philippines early on Saturday, causing floods and a few landslides and leaving more than a dozen fishermen missing.

Dozens of flights in and out of Hong Kong were affected on Sunday as Typhoon Mujigae moved inland over western Guangdong.

However, by Monday morning Hong Kong's Observatory cancelled all storm signals as the typhoon passed the city, warning that rainy weathy remains for the rest of the day.

The No 3 strong wind signal had been in place for more than 24 hours after it was issued, as Mujigae unleashed gale force winds.

The Airport Authority announced a rescheduling of flights and lowered handling capacity – slots available for take-off and landing – to about 935 flights, just 85 per cent of its daily average rate of about 1,100.

“Passengers are advised to contact their airlines, check with the airport’s website or the flight information display screens for the latest flight information,” an authority spokesman said.

By 5pm yesterday, Cathay Pacific and Dragonair had cancelled 34 flights and faced 16 flight delays, with four flights cancelled and delayed respectively today. Hong Kong Airlines cancelled two flights – HX107 and HX108 – flying between Hong Kong and Haikou in Hainan.

Macau ferry schedules were also disrupted.

At 8pm, Mujigae was estimated to be 470km west of Hong Kong and forecast to move northwest at about 14km/h into western Guangdong while continuing to weaken.

“The weather will be showery with some rough seas, and it will be rather windy at first,” said Observatory senior scientific officer Mok Hing-yim. “The weather will improve slightly in the following couple of days.”

Strong winds and heavy rains knocked down scaffolding and scores of trees. An amber rainstorm warning was issued for about an hour at 4.30am, while a thunderstorm warning remained in force for most of the day.

The No 3 signal was eventually lowered at 8.40pm.

The MTR Corp apologised to commuters after a cut in the power supply caused by a tree collapsing onto overhead cables near Fanling Station disrupted services for nearly two hours on the East Rail Line yesterday morning.

In the Lantau 2 Peaks race yesterday morning, rescuers took about three hours to reach and free a 45-year-old Belgian runner who was stranded on a tree four metres down a slope after slipping off the route on Tei Tong Tsai Country Trail. He was taken to Princess Margaret Hospital in Kwai Chung with broken limbs.

Over 130,000 people in Guangxi evacuated after Typhoon Mujigae

At least 135,100 people in Guangxi Zhuang Autonomous Region, south China, have been evacuated due to Typhoon Mujigae, the regional department of civil affairs said on Thursday.

The typhoon also destroyed 19,171 homes within the region and caused estimated direct economic losses of more than 1.6 billion yuan (about 252 million U.S. dollars).

Guangxi has seen heavy storms since Mujigae made landfall in neighboring Guangdong Province on Sunday.
