Why only during GE period people can anyhow hoot chenghu

Quite confuse with sg law. During BAU if we hoot chenghu u will sure get it . But during GE period, I see peasant shouting PAP chia sai lah, PAP . PAP chia lui , PAP blah blah blahetc..:*: :cool:

WTF is happening can someone enlighten me ?

Which means defame and screw is the key.
I think some people forgot about this and thought in rally they can say whatever they want with license.
