The 48-year-old man who was found lying motionless at Ang Mo Kio Avenue 8 has died.
Police said they arrested a 39-year-old man in connection to the case.
He will face court on Saturday on the murder charge. If convicted, he could be sentenced to death.

Stomper huihua saw a man lying in a pool of blood as paramedics performed CPR on him, after having been allegedly stabbed multiple times.
The incident took place at around 8am this morning (Sep 4), along the pathway linking Ang Mo Kio 3G Centre to Ang Mo Kio MRT Station.
Photos taken by the Stomper show police officers surrounding another man, who is said to be the suspect.
Huihua said:
"I just saw that the police cordoned off an area along the linkway because of a stabbing case.
"As per the pictures, the guy on the left was stabbed multiple times and the guy on right is the suspect being pinned down by police.
"The paramedic was doing CPR on the guy on the left but there appeared to be no response. He was covered with lots of blood."
