Siao liao! FMSS issues legal letter to AHPETC, says it is owed $3.5m!

The former managing agent of Aljunied-Hougang-Punggol East Town Council (AHPETC) has sent a letter of demand saying the town council owes it more than $3.5 million. The New Paper has learnt that the managing agent (MA), FM Solutions & Services (FMSS), sent the letter, dated July 20, through its lawyers, Netto and Magin. This comes at a time when the Ministry of National Development is asking AHPETC whether it overpaid FMSS and, if so, how it plans to claim back public monies that allowed FMSS to make huge profits. FMSS, which was incorporated soon after the Workers’ Party (WP) won Aljunied GRC in the 2011 General Election, was managing agent for AHPETC from July 15, 2011, to July 14 this year. It claimed the amount was for money owed for services between April and July 14, when its contract with AHPETC expired.

The lawsuit against WP AHPETC at this point in time would turn into a lawsuit against PAP once PAP won aljunied since the new incoming leader are required to honor the debts of their predecessor, the WP. It's equivalent of a scorch earth strategy to burn all the voters in aljunied if they did not vote for WP.

If WP pays FMSS fairly, the MIW will say they overpay.

If WP underpays, the MIW will alsoo use dirty underhand tactic to smear WP.

Its just a commercial profit making entity providing services to AHPETC, not different from EMS / CPG.
So all this talk by PAP of overpaying and benefiting their friends are just nonsense.

The Ministry of National Development (MND) has asked Aljunied-Hougang-Punggol East Town Council (AHPETC) for its latest cash-flow position, to assess the impact of the proposal for the release of government grants put forward by the town council.

The ministry has also offered the full grant to the town council, most recently on Aug 6, but has not heard from them. The offer of a full grant, said MND and the Ministry of Finance in a joint statement yesterday, was also made on May 2 and June 15.

The MND has been withholding grants from AHPETC, as it has said it has no guarantee the money would be used properly. AHPETC, meanwhile, has asked that the full sum be paid to its sinking fund account.

4. Furthermore, AHPETC tries to blame MND for its failure to make Sinking Fund transfers, but the High Court Judge noted that it was AHPETC who did not accept MND’s offer of grants in FY14/15 and “if AHPETC has anyone to blame for failing to make the transfers on time, it was itself”.

MND is prepared to disburse the S&CC grants in full to AHPETC and to accede to its unusual request for the full sums to be paid into its Sinking Fund account, rather than be split between its Sinking Fund and Operating Fund accounts in line with the TCs Act and Financial Rules. MND has asked AHPETC for its latest cash flow position, to assess the impact of AHPETC’s proposal on its cash flow position and its ability to sustain essential services to residents. MND made the offer of a half grant on 7 Oct 2014 and the full grant on 2 May, 15 Jun, and 6 Aug 2015. But MND never heard back from AHPETC.

With 106m in cash... No need to be rushed into the punitive conditions.

AHPETC just want the grant to go into sinking fund, yet the government disallow it. Why? AHPETC doesn't need grant for normal operations but government insists that the grant be used for operations. The simple reason is that PAP TCs are inefficient; they will be in deficit on operations if grants are not given.
