SINGAPORE - Singapore's People Party member Ravi Philemon has reported the Swami (Sunshine Welfare Action Mission) Home in Sembawang to the Registry of Societies for allowing the People's Action Party (PAP) to introduce its candidates there last week.

Mr Philemon, who works for a voluntary welfare organisation, noted that Swami's constitution states that it should not " indulge in any political activity or allow its funds and / or premises to be used for political purposes".

The PAP had unveiled its candidates for Sembawang GRC at the home on Aug 14.

"I ask that the Registrar investigate if the Society had breached its own constitution by allowing a political activity to take place on its premise," said Mr Philemon in an e-mail to Registrar, Mr Marvin Sim, which was also sent to the Ministry of Home Affairs. He posted a screenshot of the e-mail on Facebook.

PAP's Mr Khaw Boon Wan, who is National Development Minister and anchor minister for the Sembawang GRC team, had said at the Aug 14 event that the Swami Home was chosen because the rent was affordable, and fit Singapore's culture of not spending excessively on election campaigns.

PAP Press con in Swami Home – The New Paper

Mr Ravi Philemon, director of an non-governmental organisation, has filed a report with the Registrar of Societies (ROS) over the use of the premises of a home for the aged by the People’s Action Party (PAP) for a political purpose.

On Friday, 14 August, the PAP held a press conference in the premises of the home to introduce its candidates for Sembawang GRC for the upcoming general elections.

The event was headed by the chairman of the PAP, Khaw Boon Wan, who incidentally is also the Minister of National Development.

Mr Philemon had pointed out on the same day that it was unusual for such an event to be held at such a venue.

He noted on his blog that “most VWOs’ Constitutions specify that such organisations shall not indulge in any political activity or allow its funds and/or premises to be used for political purposes.”

“Is this clause also specified in SWAMI Home’s Constitution?” he asked. “If so, did SWAMI Home contravene its own Constitution by allowing its premises to be used for political purposes?

“The introduction of PAP candidates who will contest in Sembawang GRC in the next General Election is clearly a political activity,” he added.

The Online Citizen (TOC) later obtained a copy of the SWAMI Home constitution from the Registry of Societies and indeed clause 22.6 of its rules state that:

In his letter to the Registrar, Mr Philemon said:

“I ask that the Registrar investigate if the society had breached its own constitution by allowing a political activity to take place in its premises.”

Philemon’s report to ROSMr Philemon, who is the Singapore Director of Operation Hope Foundation, told TOC:

“I made the report to the Registrar because I wanted him to be aware that a society had contravened its Constitution. I believe that it is important for welfare organisations to remain apolitical.”

It is universal. But vast majority of governments lack the brains to set up grassroots bodies. Their MPs also are not interested to start off their career in politics as grassroots volunteers. In contrast, most PAP candidates once were grassroots volunteers for years before standing for elections. PAP cadres and MPs are expected to serve as grassroots volunteers.

are you stupid? these new candidates are not even elected official so they are not gahment but politicking candidates who has no business to bring such elderly organisation into disrepute. who is in charge of MCYS? who is commissioner in charge of societies?

The government is PAP and PAP is the government. Hence, PAP cadres are considered government representatives even if they are not officially public servants or civil servants. That's why PAP cadres are entrusted with leading the CCCs, RCs and varoius grassroots groups. They are held accountable to the government and have to executive the government's national policies at the precinct levels.

A PAP cadre is in charge of MCYS. He probably gave the all-clear. So, due process has been followed and SPP should not be harassing the old folks' home and disturbing their peace in order to milk political mileage. Voters of Potong Pasir and Bishan-Toa Payoh will make SPP pay dearly for this at the polls.

The Sunshine Welfare Action Mission (Swami) Home has been advised to adhere to its constitution after it rented out its premises to the People's Action Party (PAP) to introduce its candidates for Sembawang GRC for the upcoming General Election last Friday.

This followed a complaint by an opposition party member to the Registry of Societies yesterday that the home had flouted its own constitution that does not allow it to use its funds and/or premises for political purposes.

Singapore People's Party (SPP) member Ravi Philemon, 46, told The New Paper that a charity organisation such as the Swami Home "should be apolitical and should not be used for whatever political reasons".

A Ministry of Home Affairs spokesman said in a press statement last night: "The Sunshine Welfare Action Mission (Swami) is a registered society. It is governed by its constitution on what activities are permissible and what are not.

"It is obliged to adhere to its constitution. Swami was advised by the Registry of Societies on Aug 17 to ensure strict adherence to its constitution."

Mr Philemon, the director of voluntary welfare organisation Operation Hope Foundation Singapore, said: "I'm a voter in Sembawang and the news was relevant to me...It was later in the day when I read it more thoroughly that I realised it was held at a welfare home."

Mr Philemon sent an e-mail yesterday morning to ask the Registrar to investigate if the Society had breached its constitution.

Mr Khaw Boon Wan, the anchor minister for the Sembawang GRC team, said last Friday that the Swami Home was picked because the rent was affordable and it fit Singapore's culture of not spending excessively on election campaigns.

In response to media queries yesterday, the team said it had rented the premises "purely on commercial terms - partly to support this VWO and partly because we felt it was an accessible place and had sufficient space to accommodate reporters".

"We had not checked the VWO's constitution. However, we have nothing but the highest regard for the work done by this VWO and will continue to support it in any way we can," it said in a press statement.

Swami Home president Low Chang Yee said that when the MPs wanted to rent its premises, it agreed "as the rental of our premises on commercial terms was helpful for the Home".

"We have never used any of our funds to help any political party. The funds we raised from rental of our premises are used to help us run the Swami Nursing Home and our other charitable causes," he said.

"We did not check our constitution at the time... but now we have been informed and are aware of this provision in our constitution."

Singapore Management University law don Eugene Tan said: "In the worst case scenario, a charity or society, which is in breach of its constitution, could be deregistered by the authorities.

Surely as a Minister he should be aware that Welfare Agencies should not be politicised? Maybe he is truely in the dark - I wonder what else he is unaware of?
