Pro-Russian rebels have launched 112 attacks on Ukrainian troops, killing five, in the 24 hours since a ceasefire came into effect, Kiev has claimed.

Rebel commander Eduard Basurin issued a counter-claim that Ukraine had violated the truce 27 times.

Both sides are due to withdraw heavy artillery from the frontline on Tuesday under the terms of the ceasefire - but whether this will happen is now in doubt.

"Five Ukrainian troops were killed and 25 wounded in the past 24 hours," said Ukrainian military spokesman Andriy Lysenko.

"112 incidents of shelling is not a ceasefire. So we are not ready yet to withdraw."

One the rebel leaders, Denis Pushilin, responded by saying his forces were "only ready for a mutual withdrawal of equipment".

The fighting has centred on the eastern town of Debaltseve, where up to 7,000 Ukrainian troops are trapped by a circle of separatist militants.

Rebels have offered a safe corridor out, with commander Eduard Basurin saying: "We suggest that the Ukrainian soldiers in Debaltseve stay alive.

"There is just one condition: that they lay down their weapons. We didn't talk about them becoming prisoners. Lay down your weapons and get out of here."

Kiev immediately dismissed the offer.

"There are the Minsk agreements, according to which Debaltseve is ours. We will not leave," said military spokesman Vladislav Seleznyov.

Fighting has subsided in parts of eastern Ukraine since the truce negotiated by France, Germany, Russia and Ukraine came into effect on Sunday morning.

However, a militia with links to the Ukrainian government has released footage of what it says are further breaches in Mariupol.

"The situation is fragile," said German Chancellor Angela Merkel.

"It was always clear that much remains to be done. And I have always said that there are no guarantees that what we are trying to do succeeds. It will be an extremely difficult path."

Meanwhile, Moscow said the EU had "contradicted common sense" by implementing fresh sanctions on 19 individuals and nine organisations for undermining Ukraine's independence.

The list includes Russian first deputy defence minister Arkady Bakhin.

Veteran singer Iosif Kobzon, who voiced support for Russia's annexation of Crimea, has also been hit by asset freezes and travel bans that were agreed prior to the ceasefire deal.

The 10-month conflict has already claimed more than 5,300 lives.

The West says Russian President Vladimir Putin, who has called parts of Ukraine "New Russia", has sent troops and weapons to back the rebels - a charge denied by Moscow.

Fighting may have slowed in eastern Ukraine but hopes of a ceasefire fully implemented hang by a thread

Hopes for peace, or even a ceasefire, in eastern Ukraine hung by a thread on Monday as both the Ukrainian government and their opponents, the Russian-backed rebels refused to withdraw their heavy weapons.

“There is no question at the moment of us withdrawing heavy weapons,” said Vladislav Seleznyev, a Ukrainian military spokesman, citing continued separatist attacks.

On the other side of the lines Eduard Basurin, a spokesman for the rebels, said they would not withdraw their artillery until a “full ceasefire” is in effect.

Both sides promised to begin to withdraw heavy guns and rocket systems today under a step-by-step peace deal agreed in Minsk on Thursday.

While a ceasefire that came into force on Sunday morning has slowed the fighting, continuing clashes in several places are threatening to unravel the deal struck by Vladimir Putin and Petro Poroshenko, the Ukrainian president.

Some of the fiercest continuing fighting centres on Debaltseve, where several thousand Ukrainian troops are mostly surrounded by Russian-backed separatist forces.

Separatist leaders, apparently unwilling to give up when they feel on the brink of victory, said the ceasefire does not apply to them.

Rebel officials said on Monday said they would be prepared to open a corridor for evacuation of Ukrainian troops from the pocket provided they leave their weapons behind.

A Ukrainian military spokesman rejected the offer, telling reporters that under the terms of the Minsk agreement “Debaltseve is ours.”

Further south, intense clashes also broke out on the coast of the Sea of Azov.

A video posted on Monday by the Azov Regiment, a pro-Ukrainian volunteer battalion, showed fighting involving infantry and armoured vehicles in Shirokino, a resort town a few miles east of the Ukrainian-held port of Mariupol.

The failure of the ceasefire raised alarm in European capitals. The German government said that fighting at Debaltseve remains a “source of concern.”

On Monday evening, the French, German and Ukrainian leaders said they were “concerned” about post-ceasefire fighting in the eastern Ukrainian town of Debaltseve, the French president’s office said.

François Hollande’s office added Angela Merkel, Mr Poroshenko and the French president had spoken by telephone and “also expressed their desire for observers from the Organisation for Security and Cooperation in Europe to have free access... to implement the ceasefire”.

The EU also issued a statement saying that “the shooting needs to stop”.

The bloc also imposed fresh sanctions on Russia, which it blames for for provoking and fuelling the conflict with continuing military support to the separatists.

Five Russian officials and several separatist leaders were added to a individuals sanctioned in connection with the crisis.

The names include Anatoly Antonov and Arkady Bakhtin, deputies to Sergei Shoigu, Russia’s minister of defence.

Also listed is Iosif Kobzon, an ageing popular singer and MP who has publicly endorsed the separatist cause, and even played a concert in the rebel stronghold of Donetsk.
