The majority of muslims are stuck in mediieval times, mired in parochian minds. What Islamic societies need is a reformation and start asking questions about their beliefs if not they will stagnate further and be more marginalized and left behind by more progressive societies. Only a handful among them have open minds, and these are too small a voice. Further, if they spoke out, the others in their community will kill them.

Wasn't referring to any country, but muslims in general. All over the world. There are musliims that are progressive in their thinking, in-line with current thoughts, but they are few, outvoiced, and unable to make any serious changes in the muslim communities worldwide.

Islam provides extreme benefits to its leaders who include the religious, political and community leaders. So, every facet of control in life is mastered by this elite group. It is quite impossible for lay Muslims to overthrow these leaders and it is even more impossible for the leaders to overhaul their ideology as the benefits to their own elite group is so enticing that even if one or a few were outspoken they would be drowned out or even murdered.
Only Egypt recently managed to overthrow a hardcore Islamic government in the Muslim Brotherhood. But Egypt is quite exceptional as they were at one time a very progressive nation at the forefront of ideas, education and trade. Then Islam came and they can't even barely feed themselves and they even have to kowtow to the rich Arabs. Egypt is also no longer a North African country but is an Arab country. Years of genocide and ethnic cleansing have purged their indigenous people who can only be found in their Coptic Christians.
I do not know if they are more progressive or not, but I'd say they're more tolerant, flexible, and definitely more open-minded.

Brunei followed big boss china where minority rights are concerned as Muslims are not allowed to fast during Ramadan and Muslim women not allowed to wear veil.
I believe that it is only in the Xin Jiang province that such restrictions are effected. If I were the Chinese government I would ban Islam over there altogether. If they cannot practice their religion in peace then they don't deserve to practice it at all. If someone does not want to drive safely you take away their licence. The logic is easy to understand and it works. Since Brunei's logic as you say is tit-for-tat I wonder when the world will take its revenge for the hundreds of millions of lives lost to Islamic conquests and to the millions all over the world who were at one time and even today enslaved by Muslim conquests. Just recently Pakistani-linked extremist group's leader was sentenced for war crimes in Bangladesh where about 2 million Hindus were killed and up to 200,000 women raped. Muslims should think twice before they talk of retribution.
