This is not working the ground. This is no different from hawking and touting, or at best, handing out fliers like some part-timer for property agents.
Working the ground is doing grassroots work - food parcels, providing medical and financial support for the needy, cleaning up of the neighbourhood, neighbourhood crime watch, community dinners, all of which is done by People's Association grassroots volunteers like myself.
Then your definition and understanding of this word differs from mine.
