When CCS retired from the SAF to be a politician, MINDEF recalled RS to be COA, probably the other BG's are not ready.

yes other BGs hadn't reached their number of months/years. CCS as COA had no deputy so there was a empty seat (usually his Chief of the general staff would take his place). Ravi just so happened to be in MINDEF. So ok, they thought make this Indian COA, will improve Army and SAF image.

Didn't do much. Orders came from the Ng brothers, not from Ravi.

I am unable to remember who was the Chief of Staff when CCS was COA.
I believe that RS retired from the SAF as a BG, and was in the civil service as ???, and MINDEF recalled him.
Probably good PR and image that the SAF has an Indian as COA, especially when RS went to India to pay a visit to the troops on exercise.

All SAFOS scholars are assigned a mentor almost immediately. The mentor is either a minister or a perm sec. For example, TCH's mentor is LKY himself. The mentor's role is to groom and assess the scholars and by the time they hit the rank of colonel, an assessment on whether they are material for political office would have been made. This will result in 3 paths - stay in SAF and hold a staff rank, leave SAF for senior positions in GLC or join politics shortly after being promoted to BG rank.

Thus, it is common knowledge in the scholar community that if someone is promoted to Chief of XXX, it means he has been bypassed. Perhaps, it was true that the vacancy gap created by Neo's departure meant they have to accelerate CCS but I would say otherwise. Smart, critical but not a leader by any standard.

I would have thought TCJ stood a better chance but I guess CCS is better at sucking up.

TCJ was too Westernised--you compared his speeches and speech patterns to CCS. That's why CCS got the second star and was promoted almost every year.
