MP Zaqy’s conflict of interest as CEC member discovered after 3 weeks

PAP cadres elected their top 12 CEC members from a shortlist of 19:

Lee Hsien Loong
Khaw Boon Wan
Teo Chee Hean
Tharman Shanmugaratnam
Yaacob Ibrahim
Lim Swee Say
K Shanmugam

Grace Fu
Gan Kim Yong
Heng Swee Keat
Tan Chuan-Jin
These 12 members received the highest number of votes. Members of the PAP CEC are elected every 2 years.

Mdm Halimah Yacob and Dr Ng Eng Hen, who received the 13th and 14th highest number of votes, were co-opted into the CEC automatically, according to party tradition. And going by the party constitution, other members outside the 14 can also be co-opted to form a maximum of an 18-member CEC.

Subsequently, PAP announced on 6 Jan that 4 more members have been co-opted into its CEC. They are:

Minister for Culture, Community and Youth Lawrence Wong
Senior Minister of State for Home Affairs and Foreign Affairs Masagos Zulkifli
MP Zaqy Mohamad
MP Liang Eng Hwa.
The CEC is the highest decision-making body of the party currently governing Singapore. By extension, it controls the government. Minister Vivian Balakrishnan, who was inside the last CEC has not been selected for the current CEC. In other words, he has been kicked out of the PAP CEC. Minister Lui Tuck Yew never even made it to the last as well as current CEC.

At the time of the announcement, MP Zaqy, the youngest CEC member, said he hoped to contribute by connecting with younger Singaporeans and reflecting their aspirations.

Today (23 Jan), the PAP made a new announcement saying that MP Zaqy is no longer with the CEC. In his place, MP Baey Yam Keng has been co-opted into the CEC instead.

PAP said Mr Zaqy was unable to proceed with his CEC appointment due to “regulatory compliance reasons”. His employer, Ernst & Young, is the current auditor of PAP.

“The CEC has accepted Mr Zaqy’s request not to proceed with his appointment to the CEC. The CEC looks forward to Mr Zaqy’s continued contributions to the party and to Singapore,” the press release said.

It’s strange that it took close to 3 weeks to discover Mr Zaqy’s conflict of interest serving as CEC member of PAP.
