Hunt for suspects after gang rape in India govt office

PATNA, India: Police have arrested one of five suspects accused of gang-raping a teenage girl inside a local government office in eastern India, an officer said Tuesday (Jan 6).

The 16-year-old victim was attacked after arriving in eastern Bihar state late Sunday where the gang, including a local administrator's driver, approached her and offered her a lift to a relative's home.

Instead they took her to a nearby local government office in Muzaffarpur district and raped her. The victim, who hails from the eastern state of West Bengal, later escaped and filed a police complaint on Monday.

"Five men, mostly youths, forcibly dragged her to a nearby building of the (district) collectorate and gang-raped her till early Monday," Naseem Ahmad, a senior district police officer, told AFP. Police chief Ranjit Kumar Mishra said that they had "arrested one accused so far and ... are working to arrest the other four".

The case is the latest in a string of violent sex attacks against women in the world's second most populous country. In another case in neighbouring Uttar Pradesh state, one of two police officers accused of raping a teenage girl was reportedly arrested on Tuesday.

The December 31 incident took place in Badaun district when the two policemen picked up the 14-year-old as she stepped out to relieve herself. Badaun was thrown into the spotlight last May when two teenage girls, who were initially thought to have been gang-raped, were found hanging from a tree. The incident sparked uproar in India, echoing the outrage over the fatal gang-rape of a student on a bus in New Delhi in 2012.

NEW DELHI: Constable Avnish Yadav, accused of gang-raping a minor in a Badaun police station, was arrested from Bareilly railway station, a police official said.

The constable, Avnish Yadav, was one of two policemen accused of sexually assaulting the minor.

"Yadav, along with his colleague, sexually assaulted a minor girl. A case was registered against him but he had fled the area. Today, we received information and in a joint operation with the team from Badaun, we arrested Yadav from a temple outside the railway station here," Bareilly city superintendent of police Rajeev Mehrotra said.

"He has been handed over to the Badaun Police. He will be produced in the court tomorrow. However, the other accused is still at large," he added.

Earlier this week, the government of Uttar Pradesh had announced a compensation of Rs five lakh for the victim.

The two accused constables have also been dismissed from service, while two sub-inspectors and the station house officer of Musa Jhag Police Station have reportedly been suspended.

According to the victim's family, the constables reportedly dragged the girl to their quarters when she left her house to use the bathroom and then allegedly raped her.

This incident comes just a year after two minor cousins were found hanging from a tree in Badaun.

Indian woman allegedly raped by Uber driver to sue company in US

NEW DELHI: A high-profile American lawyer on Friday (Jan 16) said he has been hired to sue taxi-hailing firm Uber in US courts on behalf of an Indian woman allegedly raped by one of its drivers in New Delhi.

Douglas Wigdor, who represented the hotel maid who accused former International Monetary Fund (IMF) chief Dominique Strauss-Kahn of sexual assault in 2012, said he had met the 25-year-old woman and her family in Delhi following the incident last month.

"I can confirm that I have been retained by the young lady who was raped by an Uber driver in Delhi last December," Wigdor said in an email to AFP. "We will use all of our resources to vindicate my client's rights, hold those responsible for their actions and ensure that this doesn't happen again."

The authorities in Delhi banned Uber from operating in the Indian capital over the alleged rape, accusing the company of misleading customers and not conducting adequate background checks on drivers.

The woman meanwhile appeared in a trial court in Delhi on Friday, dressed in an all-encompassing burqa, reflecting the stigma attached to rape survivors in a patriarchal society.

Journalists have been barred from the court-room proceedings but a prosecution lawyer said she had stuck to the initial statement she made before the police.

"She denied the defence's suggestion that she was not raped," Atul Shrivastava, the public prosecutor, told reporters outside the courtroom.

The driver, Shiv Kumar Yadav, 32, allegedly attacked the woman as she was on her way home from dinner in December. Yadav has pleaded not guilty to the charges of rape, kidnap and criminal intimidation.

The case has once again raised the issue of women's safety in India and particularly in Delhi, which has been dubbed the "rape capital" after a string of high-profile sex assaults.

The fatal gang-rape of a medical student two years ago on a bus in Delhi triggered mass protests and led to a tightening of laws on sex crimes.

The decision of the woman in the latest case to sue Uber comes as a fresh blow for the San Francisco-based startup which has been slapped with a number of legal cases in the US and several other countries.

New York-based Wigdor represented hotel maid Nafissatou Diallo in a sexual assault case against Strauss-Kahn. Criminal charges were eventually dropped and Strauss-Kahn settled a civil suit brought by the maid by paying her undisclosed damages, which reportedly exceeded US$1.5 million (S$1.99 million).

Government-backed travel agencies in Japan and China are issuing fresh warnings to travellers against visiting India, after a Japanese researcher was abducted and raped by five men in Bodh Gaya last month.

Travel agencies in Japan and China - two of the biggest sources of tourists along what is known as the Buddhist pilgrimage route - have warned passengers against undertaking all non-essential travel to India, after news of the horrific rape and weeks-long abduction of a Japanese researcher triggered alarm and concern in both countries.

While the case has received relatively limited attention in India, it has been widely covered by media in Japan and China.

Reporting on the arrests of five men over the case, the Japan Times said the 22-year-old woman was a researcher who was studying in India and was interested in undertaking a pilgrimage to Bodh Gaya.

She was kept captive for as long as three weeks in a village near the holy town, before escaping on December 26 and travelling to Kolkata, where she contacted the Japanese Consulate, the newspaper reported.

Kunikatsu Hayami, the Executive Managing Director of the Overseas Tour Operators Association of Japan (OTOA), the country’s most influential travel body, told Mail Today the case had been “widely reported” in Japan and had generated “concern”.

In China, where there is also a huge interest in travel to Buddhism-related sites in India, agents at the official China Travel Service (CTS) have cautioned female travellers against visiting India.

“If you are female, even as a group, we advise you do not travel to India unless absolutely necessary,” an agent who gave his last name as Yang told Mail Today.

“Few travel agencies in China now offer travel packages to India because not so many people are willing to go there. Safety is a big concern, especially for women,” the agent said.

You realize that in barbaric societies in India, most parts of the Arab world and Africa, if a woman gets gang raped, the woman is liable to be charged for adultery and illicit sex, while the rapists normally get away scot-free or a slap on the wrist?
