People who feed cats/ wild dogs should either stand by the food whilst the wild animal is feeding so that rats are not allowed to eat the left over food. One exception could be that the RC provide waxed paper (chicken rice type) with the registered animal lover's name and contact printed: a parking coupon has to be affixed to the feeding sheet with tabs torn defining the feeding period: (not more than 2hrs day or 1hrs after 10pm): fine for littering if not registered feeding sheet/ no coupon displayed/ rats spotted eating food.
More $$$ should be spent on counselling people with stress problems that cause them to over-feed wild cats to the extent that the cats become sick(stupid), from overeating and afraid of their usual prey, resulting in the vermin rats run all over the whole place.
I am certain that the PAP can add this law to the already overflowing list of strait jacket laws such as no drinking water in MRT trains and chewing gum ban/ GST/ ERP rules in Singapore. Maybe giving free tickets to every Singaporean (identified by IC holder, not-for-sale n non transferable) to choose: NDP, SG ZOO/ bird park/ garden @bay/ trampoline park/ science centre/ free ECP bicycle rental etc will give animal lovers/ stressed people a chance to grow their love in more productive ways...

I cannot give excuse to NEA officer that I littered with the intention of returning next day to retrieve the garbage: likewise, people who indiscriminately scatter food should be stopped from doing so by demanding their physical presence @ feeding location: the RC/ religious groups should gather these animal lovers and organise more productive activities for them: e.g. visit Bollywood farms/ cat spaying/ neighbourhood gardening projects (all can earn good karma points wan) for them.

If not mentally ill, then the punishment for indiscriminate abandonment of food shall be an NEA mock up of HDB flat with whatever vermin associated: e.g. cockroaches/ ants and a healthy dose of rats from the BT Batok rat infestation site at least overnight...
