Singapore Prime Minister Lee Hsien Loong, Khaw Boon Wan, Teo Chee Hean and Tharman Shanmugaratnam are among 12 Cabinet Ministers who've been elected into its Central Executive Committee (CEC).

Dr Yaacob Ibrahim, Lim Swee Say, K Shanmugam, Chan Chun Sing, Grace Fu, Gan Kim Yong, Heng Swee Keat and Tan Chuan-Jin are also almong the elected 12 announced by party chairman Khaw at the PAP60 Party Conference held at the Singapore Expo on Sunday morning.

The 12 Cabinet members received the highest number of votes by party cadres.

Held once every two years, the CEC is PAP’s highest policy-making body, and its choice of members set the tone for the Party’s approach to governance for the next four years. It's also widely regarded by political watchers to be an indication of Singapore’s next generation of leadership.

Speaker of Parliament Halimah Yacob and Dr Ng Eng Hen, who received the 13th and 14th highest number of votes, were co-opted into the 2014 CEC.

Defence Minister Ng had been part of the former 12-member CEC elected in 2012 but his place in the main committee has been taken up by Minister Tan.

Noticeably absent is Environment and Water Resources Minister Dr Vivian Balakrishnan, who was co-opted into the 2012 CEC committee but this time around, is not part of the new CEC nor its co-opted members.

Transport Minister Lui Tuck Yew, Minister for Culture, Community and Youth Lawrence Wong, Minister of Trade and Industry Lim Hng Kiang and Minister in the Prime Minister's Office, S Iswaran are the other Cabinet appointees not part of the new CEC.

Notably, Vivian Balakrishnan and Lui Tuck Yew are no longer part of the CEC, presumably from their poor track record. But it's still concerning that almost all of the 12 elected ministers are made up of loyal PAP hardliners who tow the party line. This is not a promising sign if the PAP intends to reform. The PAP needs ministers who are open to new ideas and aren't afraid to question the status quo, not more yes men.

Vivian's portfolio quite easy to handle. ..he is an incompetent clown to fuck up something that is relatively easie4 to solve.

The PAP announced today the members of their Central Executive Committee, the highest, decision-making body within their party.
As PAP is in power and has been for over five decades, their CEC is also the highest decision making body in all of Singapore.
Other countries where a single party has been in power for so long with no strong opposition include the Communist Party in China and the Government of North Korea.
With such long, uninterrupted power, do you think the party is still effective and alert to the needs of all Singaporeans?
In a facebook post, PAP explained that they had just had their 33rd Party Conference at the Singapore Expo and had decided on the members of their CEC.

About 2,000 People’s Action Party (PAP) cadres elected members of the party’s
central executive committee (CEC) this morning (7 Dec). Cadres are trusted party
stalwarts, whose only distinction from ordinary party members is being able to
elect and be elected to the CEC.

The CEC is the highest decision-making body of the party ruling Singapore and
by extension, controls the government. Members of PAP CEC are elected every 2
years.

The 12 members who were voted into the CEC from a shortlist of 19 are:


  1. Lee Hsien Loong
  2. Khaw Boon Wan
  3. Teo Chee Hean
  4. Tharman Shanmugaratnam
  5. Yaacob Ibrahim
  6. Lim Swee Say
  7. K Shanmugam
  8. Chan Chun Sing
  9. Grace Fu
  10. Gan Kim Yong
  11. Heng Swee Keat
  12. Tan Chuan-Jin

These 12 members received the highest number of votes.

Mdm Halimah Yacob and Dr Ng Eng Hen, who received the 13th and 14th highest
number of votes, were co-opted into the CEC, according to the party tradition.
Going by the party constitution, it can co-opt other members outside the 12 to
form a maximum of an 18-member CEC.

Apart from the 14 above, the other nominees in the shortlist of 19
included:


  • Lawrence Wong
  • Lui Tuck Yew
  • Vivian Balakrishnan
  • Indranee Rajah
  • Denise Phua

Going by past practice, PAP will likely co-opt 4 more from the 5 not elected
today into the CEC at a later date, so as to form an 18-member CEC.

The election takes place during the party conference which is attended only
by cadres, and following it is a rally that is open to all party members. The
conference was attended by some 6,000 people with Mr Darryl David and MP Tin Pei
Ling as emcees.

Ng Eng Hen booted out of the first-12 by votes

Two years ago at the PAP conference on 2 Dec 2012, the 12 elected CEC members
were:


  1. Lee Hsien Loong
  2. Khaw Boon Wan
  3. Teo Chee Hean
  4. Tharman Shanmugaratnam
  5. Yaacob Ibrahim
  6. Lim Swee Say
  7. K Shanmugam
  8. Chan Chun Sing
  9. Grace Fu
  10. Gan Kim Yong
  11. Heng Swee Keat
  12. Ng Eng Hen

The co-opted CEC members then with the 13th and 14th highest number of votes
were:


  • Tan Chuan-Jin
  • Lawrence Wong

Four more members were co-opted later on 12 Dec 2012:


  • Halimah Yacob
  • Vivian Balakrishnan
  • Denise Phua
  • Seah Kian Peng

Comparing the results of 2012 and current PAP CEC elections, it appears that
Mr Tan Chuan-Jin has edged out Dr Ng Eng Hen to get into the first-12 of CEC in
the current election.

Also Lawrence Wong has dropped out from the top 14, going by votes. And it
looks like Vivian consistently couldn’t get into the top 14 in both PAP CEC
elections.

Makes no diff to VB and LTY. They were never in the race for PM post. TCJ, CCS and HSK will fight for it. My bet is on CCS.
