Mr Jacky Foo is the Consul-General of Singapore to Hong Kong.
Mr Foo served as Singapore’s Ambassador to the Federal Republic of Germany from
2009 to 2012 immediately prior to arriving in Hong Kong. He was also Singapore’s
Ambassador to the Philippines from 1999 to 2002. Before his posting to Germany, Mr Foo
was the Director-General for ASEAN in the Singapore Ministry of Foreign Affairs, working on
ASEAN integration issues including the conclusion of the ASEAN Charter. Mr Foo headed the
International Economics Directorate of the Singapore Foreign Ministry working on the WTO
Doha Round from 2003 to 2005 and served as Chief Negotiator for the Singapore-Jordan FTA.
Mr Foo’s first overseas posting was at the Singapore Commercial Representative’s Office in
Beijing in 1988 where he was part of the team which negotiated the establishment of
diplomatic relations between Singapore and China. He subsequently served as First
Secretary at the Singapore Embassy in Beijing from 1990 to 1991. Mr Foo has previously
headed the Ministry’s Policy, Planning and Analysis Directorate III which covered East Asia
and Australasia. He also also served as Director of the Technical Cooperation Directorate
overseeing the Singapore Cooperation Programme, and Director of the Corporate Affairs
Directorate in the Singapore Foreign Ministry.
Mr Foo completed his secondary and pre-university education at Raffles Institution
and National Junior College respectively in Singapore. A Singapore Government Overseas
Merit Scholar, he graduated with an honours degree in Economics Tripos from Cambridge
University in 1982. He later obtained a Master of Arts degree from Harvard University in
1995 on a Fulbright Scholarship.
Mr Foo was awarded Singapore’s Public Administration Gold Medal in 2008.
Mr Foo represented Singapore in bridge in 1985. He plays golf, tennis and table
tennis. Mr Foo is married to Dr Su Yumian and they have two children.

Foo is not expressing an opinion. He is leveling an accusation, a libelous one. If someone calls you dishonest and that information is published in a world wide reputable newspaper for all your friends, relatives, clients, employer to see, I would hardly characterize that as a "general description".

real wage should be wages netted out after inflation. If sinkie inflation rate was 5% a year for the last 10 years on average, then real wage increase of 10 percent he mentioned is net, so gross wage increase must be 60%. And there is no way that it was so high. Really for an econs grad from Cambridge, he really sucks.

I just want to point out that having a HDB flat while servicing a 30 year loan cannot be classified as home ownership. By virtue of the loan, the bank owns the flat until it is paid up.

If the property, meaning title deed is in your name, you own it. If this was not the case, the banks cannot go after you for delinquent payments. The bank has claim on the property you own through a collateral known as the mortgage. The bank does not own the property. The only time they do own it is when they foreclose on you and take possession. But they always try to avoid that if possible. They are not in the property management business. Therefore the loan does not entitle the bank to ownership.
