Today's opposition becomes the next government. The next opposition will be the PAP. I reckon giving them 30 seats will be sufficient for them to make enough noise to keep the government on their toes.
It will take a least a decade to clean up the mess created by the PAP.
You'll need to dismantle the PAP system and do a Stalinist purge on all of its elements which have been corrupted over the decades: in business, in the military, in grassroots, in academia, in news media, in healthcare, in education, in arts and culture etc.

The leadership of the civil service and ministries will need to be replaced. Likewise for the judiciary, SPF, Defence force etc.
Take the total number of parliamentary seats, divide up two, and round UP to the nearest integer.
That's the ideal number of non-PAP MPs we should have.
It will take more than a decade to clean up the PAP mess. You forget the trillion dollar hole in our sovereign wealth funds. That's money owed to our CPF accounts.
If you can clean that up in 10 years, I nominate you for Nobel Peace Prize.
Easy to clean lah ...just haul up the Lee family and Ho Jinx ...seize all their assets ...not enough, go for all the ministers, past and present.
