How u know they save taxpayer money? Nasi Lemak stall and prata stall got issue receipt meh? How did they pay for this meal? Even if they use Istana petty cash, still must have receipt and those stalls will never issue one. Most likely this 2 cheap bastards spend $20 on the nasi lemak and prata for 4, but send a reimbursement bill to the taxpayer for $200.
same with u.s. corporations. when i expensed my lunch in hk for usd1.80 (that cheap for chicken rice) without receipt, accounts payable called me up and asked a ton of questions. on the next expense report, i quoted usd24.99 without receipt, it was approved immediately with no questions asked.

of course, it's risky on a business trip to try extreme food, such as scorpions or poisonous snakes. they will frown on that if they find out. street or hawker food is ok so long as they are cooked and served hot. my angmo colleague was down for a month with food poisoning when he ate tropical fruit from a hawker in kl. i was stuck in my hotel room for 2 days in hk when i had a gourmet burger at a 5-star restaurant at the regent facing hk harbor. there's no such thing as "compliant eateries" within u.s. corporate travel rules. it's based on common sense, with hits and misses.
