Last year in November the Public Transport Council (PTC) proposed fare increases by 6.6 per cent in 2 phases - 3.2 per cent from April this year, and 3.4 per cent from next year. In plain English, it is a done deal that the public transport operators will be fleecing the commuters again. The only outstanding question is by how much.

Transport Minister Lui Tuck Yew, acting to script in typical good-cop-bad-cop role play, "hopes the PTC will study whether it is possible to insulate vulnerable groups such as senior citizens from a fare increase." See, the word is increase, not decrease. The writing is already on the wall. This is the Lui that doled out $1.1 billion of taxpayers' money so the operators can buy 550 buses to collect more revenues. This is not the Lui who would contemplate subsidising the commuters by same humongous sum to spare them an extra four (bus) and six (train) cents per journey from the first installment of recommended fare hike.

A PTC spokesman reiterated that the fare review mechanism and fare adjustment formula is recommended by the Fare Review Mechanism Committee, and accepted by the Government. Lest we forget, the PTC and associated incestuous committees are staffed by government appointees who know which side of their bread is buttered.

Not a word is mentioned about how much profit has been generated by the public transport operators. In October this year, SMRT reported a $25.3 million profit for Q2 of FY2015, and a 66.5 per cent increase in operating profit from higher takings of its fare and non-fare businesses. Bus operations trimmed its operating loss of $7.4 million to a lower $1.4 million, which it said was due mainly to higher revenue collection and productivity gains. Train operations increased their operating profit by $6.6 million on the back of higher revenue and lower electricity costs. The SMRT board rewarded themselves by declaring an interim dividend of 1.5 cents per ordinary share. If the 3.2 per cent hike was so lucrative, it is unlikely their grubby little hands will let go of the 3.6 per cent hike impending. You were expecting the board to recommend a fare decrease?

Oil price, the mother of all justifications for fare hikes, has slumped by almost a third this year to below US$80 a barrel. There’s a 70 percent chance of a recession in the next 12 months, according to the median estimate of 27 economists in an October 30 survey . That’s the highest since Bloomberg started tracking the figure 2 years ago, up from 60 percent last month. That's for us mere mortals so fret about, the recession proof public transport operators never lose sleep over details like these.

And they're increasing the fare in two phases to cushion the impact. After all, it is less painful if you sodomised in phases: stick in a few inches, then another few inches.

The price of RON 97 petrol has dropped 20 sen to RM2.55 per litre at the stroke of midnight on November 19. The last price change for the premium fuel happened in early September, when the price was cut by 10 sen to RM2.75 per litre.

Prices of RON 95 petrol and diesel remain at RM2.30 per litre and RM2.20 per litre respectively. Unlike these two fuels, the pricing of RON 97 is minimally subsidised and claimed to be derived by market forces, so price changes happen more often.

This is the cheapest RON 97 petrol has been in a long time – it cost RM2.60 per litre in July 2012. At RM2.55 per litre, it’s only 12 sen more expensive than RON 95’s unsubsidised price of RM2.43 per litre, according to the subsidy notices that’s found on every pump.

Many moons ago (1987) to be exact, a think tank in the PAP set around a kopitiam to map a strategy to a prickly problem. The problem was that since they controlled the mass transit system in singapore, how do they go around to milk the commuters out of as much money as possible without them punishing the PAP at the next elections? A brilliant scholar, in between mouthful of kaya with toast, suggested that a new stat board be formed and that this stat board would supposedly oversee the transport system and set fares. The PAP will appoint the directors of this stat board and since they are controlled by the PAP, they will agree to fix any level of fare increase that was required. This way, the PAP can still squeeze maximum money out of peasants but direct the blame to the new stat board. Many names were bantered around for the stat board. Such as PAP Tekan Commuters (PTC), Punish The Commuters (PTC), Please Take Cabs (PTC), Phoney Transport Council (PTC), before the final version Public Transport Council (PTC).

It was also decided at this time that once a year a prominent PAP will be nominated to wayang and perform an Oscar winning effort to pretend that the PTC was truly independent and that the PAP has been fighting for lower fares against the boogeyman PTC. This year the nomination goes to Transport Minister Lewd Fuck You. The envelope please.....................


Keep public transport affordable, urges Transport Minister ahead of fare review

SINGAPORE - Public transport must remain affordable to all Singaporeans, Transport Minister Lui Tuck Yew said last night at the start of this year's fare review exercise. Mr Lui wrote in a Facebook post that he hopes the Public Transport Council (PTC) will study whether it is possible to insulate vulnerable groups such as senior citizens from a fare increase - or at least mitigate the impact on them. He also said the Land Transport Authority has been tasked with studying ongoing travel demand management efforts and encouraging more commuters to travel during off-peak hours. To achieve the latter, he suggested: "Perhaps the Government can introduce off-peak monthly passes which should also help reduce the travel expenditure for this group of commuters."

Public transport operators may submit fare review applications to the council for consideration by Dec 19. Results will be announced in the first quarter of next year. A PTC spokesman said that evaluations will be guided by the fare review mechanism and fare adjustment formula recommended by the Fare Review Mechanism Committee, and accepted by the Government, in November last year. These include lower fares for lower-wage workers and the disabled, concessions for polytechnic students, free travel for children below seven years old, and the introduction of an adult monthly travel pass which offers unlimited travel for $120. However, last year's changes also increased fares by 6.6 per cent in two phases - 3.2 per cent from April this year, and 3.4 per cent next year. The forthcoming review could further revise next year's prices. Mr Lui said the Ministry of Transport will study how concession schemes for lower-wage workers and the disabled can be enhanced. He also hopes the PTC will consider not raising the prices of travel passes -

The PTC said it will ensure a "good balance" between meeting the needs of the commuting public and keeping the public transport system financially sustainable. Its spokesman added: "The PTC will pay particular attention to fare affordability for the more vulnerable groups of commuters."

Our transport companies have become a huge political liability for the PAP. Their frequent missteps, the regularly-occurring disruption of train services, and the incessant fare hikes have angered Singaporeans. Singaporeans do not just blame the transport companies for under-performing and under-delivering. They also blame the PAP government for allowing this state of affairs to develop.

Three days ago, the Public Transport Council (PTC) announced that the annual fare review exercise has started. SMRT promptly responded by saying: “We seek a better alignment of fares and operating costs, and will be submitting our application for a fare review in the coming weeks.”
Most people have reacted to these announcements with utmost cynicism.

In Singapore, hardly anyone has any illusions that the term “fare review” is equivalent to “fare hike”. Since when has a fare review translated into lower fares? Many have also correctly pointed out that since fuel prices have declined sharply in recent months, commuters deserve a reduction in fares. However the rhetoric coming from transport companies and from the PTC suggest that no such concession is on the cards.

The persistent increase in public transport fares even whilst the companies themselves are making a good profit has drawn widespread anger and criticism. To add salt to the wound, Transport Minister Lui Tuck Yew said that fares will remain affordable for Singaporeans — a statement many have come to regard as incongruous with what’s really happening.

This state of affairs will translate into declining support for the PAP. The way our public transport companies have tried to extract every ounce of blood they can from commuters, with the full complicity of the PTC which functions as nothing more than a rubber stamp, have led Singaporeans to pin the blame on the government itself, and by extension the ruling party.

The privatization of the transport companies has allowed them free reign to act in their own selfish corporate interests at the expense of the welfare of commuters.

And instead of privatization leading to increased competition which should theoretically lead to better service standards, our public transport companies have collectively sunk to the bottom, with no real competition taking place and no real effort to fulfil their public responsibilities.

The corporatist model created by the PAP has failed. It has led to greed, but not to better services for the public. Unless the PAP acts decisively against our public transport companies and forces them to overhaul their business structures, the PAP should be made to pay a very heavy political price.

In the old days they would blame phantom fare cheats or increasing petrol prices for fare increases. Nowadays there are no fare cheats or rising petrol prices. You don't even see the bus inspectors anymore. They are also using cheap 3rd world labor from China.

There is no justification for regular fare increase fares except to increase profits. As a Sporean we are getting more reasons to kick theses parasites out e.g. failure to return our CPF, overcrowding, mismanagement of the transport system, dengue which is caused by overcrowding, flooding, riots, ...

If the PAP wants to get involved in all these businesses it is only fair that they get all the blame when things go wrong.
