Why must be official? Unofficial can or not?
Usually only the official ones can 出人头地.
There are some pappy doggies who had been unofficial doggies for long long time, helping out in elections, RCs activity, LHL didn't even know of his their existence and till today not even been invited to Istana guest house. It's a total waste of time for these people.
