The Ministry of National Development (MND) has taken issue with a claim by the Workers' Party-run town council that it could not submit its service and conservancy charges (S&CC) arrears report because its staff were tied up with work for an audit by the Auditor-General's Office (AGO).

It pointed out yesterday that the Aljunied-Hougang-Punggol East Town Council (AHPETC) stopped submitting its monthly S&CC arrears report to MND after April last year.

"This was many months before the AGO audit, which started only in February 2014," the ministry said in a statement.

As a result, it does not know AHPETC's current rate of arrears, MND said, adding that the last available report shows an arrears rate of 29.4 per cent.

PAP's strategy is, as long as they can hang "WP town council" on the headlines of the press pages often enough, never mind the facts or that the WP rebuts these facts often to the PAP's embarrassment, because the people cannot delve deep enough into the nitty gritty parts. WP's rebuttals will be "small-small" columns elsewhere. However, PAP is taking a big gamble and risk.

These nitty gritty details have always be there and the same in Potong Pasir, Hougang, Nee Soon Central and Bukit Gombak, maybe even in PAP's town councils. The difference this time is blowing big and often enough. Remember that PP also had arrears issue for years but we didn't see government firing press releases at PPTC every month like now. MND now admits that Hougang had problems for years, which is strange because the PAP used to say PP and Hougang are well-run town councils, or well-run compared to NSC and BG. As for NSC and BG, despite highlighting many issues and the deficits they incurred, they were highlighted only once, a few days before polling day.

PAP truly fears WP and the opposition. The gains were of 7 seats were unprecedented.

Newspaper Headlines are much more important than content because readers are mostly not interested in such matters. People will just briefly glance through and form an impression.

Even if that few who bothers to read into detail, their preconceived notion might had be influence by the headlines.

WP is disadvantage of course, trying to correct the facts in the context of such details, while PAP has the easier job as its mission is only to land AHPETC in headline news. All this while the press is on PAP's side.

That doesn't mean WP cannot fight off the disadvantages. It has done it twice at both the by-elections. In Hougang, its MP renegaded. In Punggol East, the PAP MP renegaded but WP was faced with 2 spoilers. Both times, it won.

Actually fewer and fewer people are reading the newspapers. Most won't care when they vote. All they want to do is send a message to whichever party. They know they cannot dislodge WP easily in AHP. They are trying to forewarn other GRCs.

It has always been PAP modus operandi to resort to straw man arguments and there is no way opposition could win them because MSM is oblige to air what govt wants.

So the best strategy is to state out all facts and full stop. No point arguing with PAP over the MSM.

Not only newspaper but also tv, viewer ships are sliding but everyone in the media are just too afraid to offend the gov because it affects their career. Long term viability of MSM is something least of their concern. And I can only foresee readership to continue going southward if they keep going on acting as PAP mouthpiece.
