PAP legalize activities that are considered corrupt elsewhere here, so the PAP can claim that there is no corruption. For example, a $2 company owned by PAP members can win a multi-million dollar contract to provide software services to PAP-controlled town councils when that company has ZERO expertise. The town councils lost money selling the software to the $2-company, it pays more for using the software that it now leases back. The CPIB doesn't even bother investigating when there are so many questions asked. Legalized by the PAP. Thus, no corruption in this. If this were to happen in other developed countries, the government would have been toppled.
