The Ministry of Home Affairs announced today that Singaporeans and their future foreign spouses would have to share their background information with each other before they get married.

Beginning next year, before Singaporeans and their foreign spouse marry, they would have to apply for the Long Term Visit Pass (LTVP). The Immigration & Checkpoints Authority (ICA) says that by applying for the pass earlier, this would allow them to decide “whether the foreign spouse can qualify for long term stay in Singapore”.

Currently, couples can only apply for the pass after they marry.

ICA says that this new measure will benefit “those who may not have had the benefit of a long relationship”.

From 1 January 2015, “prospective Singaporean-foreigner couples are encouraged to jointly submit an application for a Letter of LTVP Eligibility (LLE) before marriage.” Couples are then required to submit “sufficient pertinent information”, which is intended to help them decide if they should get married.

ICA says that “Couples can then use the LLE to support their application for an LTVP after marriage.”

However, if couples do not undergo this new system, ICA says that they “could face a longer processing time of six months or more when they submit an LTVP application.”

ICA also says that for foreign spouses who eventually qualify for LTVP, it will be “easier for foreign spouses of Singaporeans to seek employment - They will not be counted against the foreign worker quota of their employers and their employers are also not required to pay the foreign workers’ levy for them.”

The profile of the foreign spouses who qualify for LTVP is unknown.

However, “Marriage to a Singaporean does not automatically qualify a foreigner for long-term stay in Singapore.” ICA explains that there are criteria to meet such as “the ability of the Singaporean sponsor to support and look after the family.”

ICA also introduced two new marriage programmes – the Marriage Preparation Programme (MPP) and Marriage Support Programme – for Singaporean-foreigner couples. From 1 December 2014, couples can undergo the MPPs to “gain more insights into cross-cultural issues in their marriage,” which they say is for “building the foundation for a strong marriage.”

The Marriage Support Programme is “to help couples manage cross-cultural differences as they settle down,” which “will offer conversational language skills to the foreign spouse, and point out avenues to seek job opportunities to help with family finances.”

This is the right direction taken by the authority. They have realized that nowadays in an ever challenging world, both parties (husband and wife) will need to work and build up their reserves especially when they are still young. Today's situation is very much unlike our parents' era where usually only the husband being the breadwinner of the house will suffice. I'm sure if anyone of you has a foreign spouse would be grateful to the government for this latest measure.

This system of applying for LTVP already exists and is usually processed under six weeks not 6 months. In fact he completely fails to mention LTVP plus which was announced a few years ago:

This is just very peculiar - it is obvious that the report is implying a radical "new" approach and benefit of LTVP but it's not. What is not discussed is what happens if the pre-marriage application is denied and they still get married.

The only difference from January 2015 appears to be actually more sinister because the LTVP is approved by ICA anyway and MOM approves the LC - it implies that before you get married you can already suss out whether your prospective bride can live in Singapore long-term and if she fails to get pre-approval then you should not marry her. If she succeeds in getting her LTVP she can work but if she secures work she has to give up her LTVP and exchange it for a work pass (or similar) and this will probably count against her chances of applying for PR or citizenship.

Just when you thought they would try and stop this social engineering shite.

It also seems to be targeted at reducing the number of local Singkies getting hitched to brides from China, Vietnam and Philippines and also our local Minahs marrying Egyptians, Turks and other 3rd world Muslims. It already applies to new citizens from India who typically will want to bring in brides from India.

The dominant factor is assessing the viability of your spouse's application is your education, job, income and whether you have been paying taxes and have CPF - you can extract this from the types of documents requested for verification. If you are the typical $2k a month singkie, then you can expect to get rejected even before you try to get married."

Why are foreigners flooding into sinkie land? Why are they not heading for Cambodia, Laos, Malaysia, etc? Without sinkie land, these foreigners are nothing, they will starve, living without jobs, living on welfare in their home land.

Foreigners need the papees to give them jobs. Take away the papees and these foreigners will leave.
