Garmens around the world are like that. Always put obstacles in front of you when you want to do something which doesn't violate the ten commandments.
Makes us wonder why do we still need to support them with our tax dollars.
They have evolved into something so complex by having so much bureaucracy.
Mutterficken wants me to go to one department just to get some document and shove it to another department. Just because they want to collect some money from you.
But when your status change and contradicted some regulations. All of a sudden the different departments amazingly could talk to one another without external involvement from the public.

Kindly use your brain. Sylvia was explaining the motivation for her action. She and reason to believe she needed to initiate communication with the NEA. What evidence does she need to produce ? As a lawyer she was exercising prudence in doing so. The prosecution is dragging out what is known as a red herring.
