Police Commissioner Ng Joo Hee to be replaced by CID chief Hoong Wee Teck in January

SINGAPORE - The current Deputy Commissioner of Investigations and Intelligence, Mr Hoong Wee Teck, 51, will be appointed Commissioner of Police on Jan 6 next year.

He replaces current Police Commissioner Ng Joo Hee, 48, who will be appointed chief executive of the Public Utilities Board.

Mr Ng will also assume a concurrent appointment as Deputy Secretary (Special Duties), Ministry of the Environment and Water Resources from Jan 6 next year.

Mr Hoong, who is also director of the Criminal Investigation Department, has served 27 years in the Police Force. He held various key appointments including commander of Bedok Police Division and director of Police Intelligence.

Meanwhile, Mr Ng has served in the Ministry of Home Affairs (MHA) for 29 years, and helmed the Singapore Police Force (SPF) for close to five years.

In a statement on Wednesday, the MHA noted that the crime rate in Singapore reached a 30-year low last year during Mr Ng's term as commissioner.

"Mr Ng has provided strong leadership in reshaping SPF's strategies and putting in place systemic approaches in community policing, tackling unlicensed money lending and related harassment cases, as well as technology to facilitate policing," the Ministry said.

In another round of leadership reshuffling, the government has appointed the current Deputy Commissioner of Investigations and Intelligence, Mr Hoong Wee Teck, 51, to be the new Police Commissioner starting January 6[SUP]th[/SUP] next year.

The current Police Commissioner, Ng Joo Hee, 48, is being shuffled around to a totally unrelated top civil service position to be the CEO of the Public Utilities Board (PUB).

Ng will also be taking on an additional new role as the Deputy Secretary (Special Duties) at the Ministry of Environment and Water Resources, the Ministry which oversees the PUB. He will take on this role from January 6 next year as well.

Ng has been working in the Ministry of Home Affairs for 29 years and has been the head of the Police force for almost 5 years. He has no experience in managing public water resources which he will be expected to do as CEO of PUB.

The other appointment of Mr Hoong makes a little more sense as he has been the director of CID and has served 27 years in the Police Force. He has held many key Police leadership positions including being the Bedok Police Division commander and the director of Police Intelligence.
This is the type of experience which is expected of someone being promoted to a top position. It is a wonder why the former Police Commissioner Ng can so easily be moved to the top of PUB despite a total lack of relevant experience.

It seems that in Singapore the only relevant experience necessary is to be an elite. Having good paper qualifications means that you are more capable than the vice president or others who have many years of experience in the relevant field.

This move will bump his income to $1.5 million annually!
