Excavator hits pipe, water spews onto road along Woodlands Drive

By seeing the picture, I guess it wasted six figures cubic meters of precious water.
Based on S$1.70 per cubic meter, PUB should charge the culprit the exact amount of water bill.

looks like transmisison pipe. sure kena fine at least half mil.
