Structural cracks in HDB flats that are 30 years or older? Shocking. Yet another proof that the HDB never intended to honour 99 year leases because their flats are not build to last 30 years much less 99. So now, it appears that the HDB has discovered structural cracks in their 30 year old or older flats and are rushing to fix it. Under the guise of an upgrade programme. And not only that, a speeded up upgrade program because people are "impatient" for these upgrades............ according to Penang Khaw. Could it be that people are impatient for the upgrades because they fear their flats will collapse from these structural cracks, and they might die? hmmmm..... Penang Khaw makes it sound like they are so generous for fully subsidizing these "upgrades". Well, if your flat is structurally cracking, should u bear the cost to repair it? This issue must be scaring the shit out of them because they are going full speed to do the repairs and they are not even squeezing money out from the peasants for this. Someone should tell khaw that a structural crack is not a "maintenance issue". Its a manufacturing and construction defect. since peasants paid so much for their pigeon holes, and since their lives are in danger, they should disclose the actual risks of the building failing and exactly what caused the cracks and where they are.

HOUSING Board upgrading programmes were given a boost yesterday as the Government announced fresh moves to spruce up more neighbourhoods, touch up ageing flats and replace old lifts.

The enhancements are aimed at keeping ageing estates in good condition, National Development Minister Khaw Boon Wan said yesterday.

"Many residents with blocks and neighbourhoods that have not yet been upgraded are impatient," said Mr Khaw, who was speaking at the HDB Awards ceremony at Shangri-La Hotel. "They, too, want to benefit from the new features immediately."

The Government will be paying for most of these upgrading programmes.

One of the changes announced is to speed up the pace of the Home Improvement Programme (HIP), which addresses maintenance issues such as structural cracks in flats built in or before 1986.

Some 100,000 flats, out of the 300,000 eligible, will be selected next year. Over the next two years, 50,000 flats will be upgraded annually. This is up from the current 35,000 annually. Homes selected will have an option to include elderly-friendly fittings.

More than 120,000 flats have been offered the upgrade so far, with citizen households fully subsidised for essential upgrades.

They pay between 5 per cent and 12.5 per cent of the costs for optional improvements, such as door replacements.

"Early selection of HIP blocks will... enable the owners to decide better whether to wait for the HIP or to proceed first with their own renovations," said Mr Khaw.

The Neighbourhood Renewal Programme (NRP), which improves neighbourhood facilities, will also expand to include HDB blocks built between 1990 and 1995. Previously, this applied only to blocks built in and before 1989.

This means that another 100,000 households in more than 1,300 blocks, mostly in middleaged towns like Chua Chu Kang, Pasir Ris and Tampines, will benefit from the programme.

The scope of improvements under the NRP will also be broadened to include block repainting and other repairs, which were previously done under the town councils' routine maintenance.

The Government will also replace ageing lifts which were not targeted in the Lift Upgrading Programme, said Mr Khaw.

The new Selective Lift Replacement Programme will replace about 750 lifts mostly in Chua Chu Kang and Pasir Ris. The new lifts will come with better safety and security features, like vision panels and motion-sensing doors.

About 33,000 households will benefit from this programme, which will be funded by HDB and the town councils.

Chua Chu Kang GRC MP Zaqy Mohamad said his residents have been asking for such lift safety features for many years.

Statutory board manager Alex Seo, 31, said many residents who go home late at night will appreciate the vision panels.

Trainer Wong Peng Thim, 58, who lives in Block 232, Pasir Ris Drive 4, is looking forward to getting covered walkways and sheltered drop-off porches under the NRP. "Having no walkways makes it inconvenient for us to get home when it rains."

Mr Khaw said the moves will raise the overall standard of living for residents.

"Every new HDB town should be better than the old town. Every old town should not be too far behind the new town."

Cheang Wan Mansion was never going to be very good being the crook that he was. Many homes are having premature issues because of his greed.

Do you really think it was only him? the kickbacks were so large ( he was only charged for $500K graft), he had to have a godfather protecting him. He was just the bag man.

yep.if you look at all the Sunset Way HDB Masionettes...they are all suffering from structural problems cos these flats were built during Teh's time...good luck to people staying there!

Well...i have friends staying there and they tell me the walls gets soaked after heavy storms...and HDB has repaired many times and it happens again. Almost all units there suffer from flaky concrete problems and some even have chunks of concretes dropping off the ceiling.

Good luck to all these people staying there. I am sure one day..some concrete will drop on their head and kill someone.

Most likely it is a good reason to move PAP wards in the last line to front.
Please watch Lee Bee Wah estates.
Hers one are slated for HIP in 2017-2019, but could be expedited within 1-2 years.

That's pure and unadulterated bullshit. The Home Improvement Programme provides income opportunity for the cronies. Many of the flats built before 1986 are crack-free or they already have work done on them by their residents.

You're just changing the main door, bathroom door, wash basin, the toilet and the tiles inside the bathroom. Pray tell how do these remedy 'structural cracks'? :rolleyes:

Given that HDB knows that their flats cannot structurally last 99 years, they should just sell flats at 50 years old lease period. Cheaper for some people with lower income to buy. Lesser outlay of cash and lesser instalment payment.

the thing is these hdb flats are meant to be low cost housing solutions meant to solve the public housing needs back in the 60s,70s and 80s......they were never meant to be turned into a casino for speculation and increasing asset prices.....instead these HDB flats purpose and reason has been twisted and manipulated to become objects of wealth and status symbols......giving the illusion that singapore is a country of amazing wealth and prosperity by forcing current and subsequent generations into huge debts to fulfill their housing needs.

my parents paid 70k for their hdb flat in the 80s.....i see no fucking reason why these flats have to cost over 100k per unit........these are ghetto slum housing projects,ugly unaesthetic blocks of concrete .....iv seen way more beautiful houses in australia that cost only 150k.

Yeah are there many such flats built before 1986 that have structural cracks? I thought old flats are more solid than new flats. And so much cheaper then. I know 3 room flat cost 35k while exec flat cost 110k around or before 1986.
